A government organization has been working on the further implementation and safeguarding of an important law since its entry into force, in accordance with the principles of this law.
- The first phase focused on the introduction and getting processes and systems operational.
- The upcoming period emphasizes the continuous development and structural safeguarding of the law within the municipal organization.
- The assignment involves developing and realizing an integral program for the further continuous development and safeguarding of the law.
- The connection between policy, implementation, service provision, work processes, information provision, and organizational development is explicitly established.
- The assignment should lead to further, coherent continuous development and safeguarding of the law.
- Two concrete results are distinguished:
- Project-based guidance for environmental plan amendment: a structured and manageable project approach for amending the environmental plan for housing and businesses. (The substantive elaboration of the environmental plan is outside the scope of this assignment).
- Development agenda for implementation and continuous development: a concrete and realistic development agenda for the next four years for the further implementation and safeguarding of the law. This brings together, prioritizes, and translates into concrete next steps the most important development tasks concerning, among other things, environmental vision, environmental programs, environmental plan, initiatives and permit granting, VTH, and chain collaboration.
What you do
- Drawing up and implementing a programmatic approach for the continuous development of the law.
- Inventorying and prioritizing remaining development and improvement tasks within the organization.
- Creating coherence between the various projects, activities, and organizational units involved in the implementation of the law.
- Further developing and optimizing work processes and methods around initiatives, permit granting, spatial procedures, and other processes within the physical domain.
- Strengthening integral and area-oriented working and promoting cooperation between the various involved disciplines.
- Monitoring the coherence between policy, legal instruments, processes, information provision, and digital support.
- Advising administrative and executive clients on progress, priorities, risks, dependencies, and necessary decision-making.
- Organizing the necessary governance, steering, and decision-making around continuous development.
- Promoting ownership within the line organization and realizing a sustainable transfer and safeguarding of results.
- Maintaining the connection with relevant internal and external stakeholders and collaboration partners.
- Mapping process steps, dependencies, and decision-making.
- Monitoring progress.
- Connecting the involved disciplines.
- Bringing together, prioritizing, and translating into concrete next steps the most important development tasks concerning, among other things, environmental vision, environmental programs, environmental plan, initiatives and permit granting, VTH, and chain collaboration.
Profile
- You provide direction and coherence to the continuous development and safeguarding of the law within the organization.
- You ensure that substantive, organizational, process-related, and digital issues are addressed coherently.
What they ask
- At least a completed university (WO) education.
- At least three years of experience as a program manager for environmental law at a government organization.
Preferences.
- At least five years of work experience as a program manager for environmental law.
- More than 8 years of experience as a program manager within the physical domain at a government organization.
