A public sector organization is looking for a strategic consultant to independently prepare a decision-ready business case for the future design of its Service Platform. The objective is to provide the management with comprehensive assessment and decision-making information to make an informed choice regarding the application landscape, procurement strategy, and follow-up approach.
What you will do.
- Analyze current business processes, information needs of involved teams, and existing system support.
- Incorporate the outcomes of a market consultation into the analysis.
- Investigate solution directions and develop multiple realistic future scenarios.
- For each scenario, clarify the functional, technical, organizational, financial, and administrative consequences.
- Map out costs, benefits, risks, and Total Cost of Ownership (TCO).
- Assess the impact on processes, management, governance, architecture, integrations, and required capacity.
- Formulate an integrated recommendation including a preferred direction and an implementation roadmap.
- Prepare a management-ready decision document clearly outlining scenarios, considerations, costs, benefits, risks, and recommendations.
Expected results.
- Business Case: A decision-ready business case with insights into costs, benefits, risks, TCO, and a substantiated recommendation for a preferred variant.
- Scenario Analysis: Elaboration of multiple scenarios for the future Service Platform, including pros and cons, risks, and financial, organizational, and technical consequences.
- Strategic Advice: An integrated recommendation for the preferred direction, aligned with the organization's strategic objectives, I&I strategy, and relevant developments.
- Procurement Strategy and Governance: Advice on the procurement approach, governance, management, contracting principles, and responsibilities.
- Implementation Roadmap: A realistic roadmap with phasing, milestones, dependencies, risks, and implementation approach.
- Capacity and Budget Estimation: A substantiated estimate of required capacity, management effort, and incidental and structural budgets.
- Management Decision Document: A management-ready decision document clearly outlining scenarios, considerations, costs, benefits, risks, and recommendations.
Profile
- Senior level and capable of working independently.
- Experience with analysis of business processes, information needs, and system support.
- Proficiency in developing scenarios and conducting cost-benefit and TCO analyses.
- Experience in formulating integrated strategic advice and preparing implementation roadmaps and decision documents for management.
What they ask
- Minimum of 5 years of demonstrable work experience as a senior consultant, strategic advisor, or program manager in digital services, information management, or Enterprise Service Management (ESM).
- Demonstrably completed education at a minimum of university bachelor's level.
- Demonstrable knowledge and experience with Enterprise Service Management (ESM), application landscapes, and issues related to architecture and solution choices.
- Demonstrable experience with process analysis and translating business needs into solution directions, system selections, or application landscapes.
- Demonstrable experience with preparing business cases, scenario analyses, and decision-making documents for management and/or executive level.
- Demonstrable experience with procurement processes within the public sector.
- Demonstrable experience with strategic stakeholder management within complex organizations.
Preferences.
- Experience with preparing business cases and scenario analyses for strategic decision-making.
- Experience with Enterprise Service Management (ESM), service management platforms, or similar digital service solutions.
- Experience advising management and executive teams on strategic choices, governance, and procurement issues.
- Vision on successfully executing this assignment within the context of a safety region.
- Demonstrable work experience with procurement processes and advising on the selection, setup, or implementation of Enterprise Service Management solutions, service management platforms, or comparable business management systems.
- Demonstrable work experience with preparing and presenting strategic advice, business cases, or scenario analyses for decision-making by executives, boards, or management teams.
- Demonstrable experience advising on the design of application landscapes, integration issues, system rationalization, and architectural choices within large organizations with a complex application landscape.
- Minimum of 8 years of demonstrable work experience as a senior consultant, strategic advisor, or program manager in digital services, information management, or Enterprise Service Management (ESM).
