Due to temporary capacity issues within the Permits, Supervision, and Enforcement team of a government organization, an experienced VTH Lawyer is sought who can be immediately deployed on legal files within the physical domain.
What you will do. The VTH Lawyer supports the team with legal issues in the field of permitting, supervision, and enforcement and actively contributes to handling complex cases.
- Legal advice on permit, supervision, and enforcement processes within the physical domain.
- Handling objection and appeal procedures in environmental law.
- Drafting and reviewing legal decisions, enforcement orders, preliminary notices, penalty payments, and administrative coercion orders.
- Advising permit issuers, supervisors, policy officers, and management on the application of relevant laws and regulations.
- Representing the organization during hearings, objection committees, and procedures before the court and the Council of State.
- Assessing complex permit applications and enforcement requests from a legal perspective.
- Identifying developments in laws and regulations and translating them into municipal practice.

What they ask
- Demonstrably completed education at a minimum of HBO bachelor level in a legal field.
- Minimum of 3 years demonstrable work experience in the past 8 years as a lawyer within the physical domain at a government organization.
- Demonstrable work experience with objection and appeal procedures within environmental law.
- Demonstrable work experience with legal advice in the field of permitting, supervision, and enforcement.
Preferences.
- Minimum of 5 years demonstrable work experience as a VTH lawyer within a municipal organization.
- Demonstrable work experience with complex enforcement files under the Environmental Act (Omgevingswet); explain this with concrete examples of the complexity.
- Demonstrable work experience with representing government organizations in objection, appeal, and higher appeal procedures; explain this in the CV.
- Demonstrable knowledge of and work experience with the Environmental Act (Omgevingswet), General Administrative Law Act (Awb), and relevant VTH legislation.
- Demonstrable work experience with process optimization and quality improvement within VTH processes.
