An organization is undertaking a large-scale digital transformation program.
- Currently, various business activities may involve multiple applications, databases, documents, and manual processes. The objective is to integrate these activities into a modern, digital ecosystem.
- The program covers:
- Digital management of business processes.
- Modernization of existing applications.
- Management of historical databases and information.
- Development of digital portals.
- Document and case management.
- Collaboration with external partners.
- Data migration and integration.
- Improvement of services provided to citizens.
- The Business Project Manager / Programme Manager will lead this entire transformation.
What you do
Program Management & Governance.
- Create the overall program roadmap.
- Define project phases, milestones, and deadlines.
- Conduct steering committee meetings (COPIL).
- Track risks, issues, and dependencies.
- Make strategic decisions and resolve escalations.
Business & IT Coordination.
- Work with business departments to understand requirements and translate them into technical solutions.
- Conduct workshops with business stakeholders.
- Understand existing business processes.
- Identify operational challenges.
- Define functional requirements.
- Coordinate with IT teams to implement solutions.
IT Architecture & Application Integration.
- Understand how different IT systems communicate and integrate.
- Application integration.
- Enterprise architecture.
- Digital platforms.
- Document management systems.
- Data exchange.
- Web portals and GIS/geospatial systems.
Budget & Financial Management.
- Responsible for program financial management.
- Prepare budget estimates.
- Monitor program expenditure.
- Obtain financial approvals.
- Manage vendor contracts.
- Prepare public procurement documentation.
Vendor & Stakeholder Management.
- Coordinate multiple external service providers and internal departments.
- Ensure all teams work towards the same objectives and deadlines.
Testing & Implementation.
- Ensure everything works correctly before launching new systems.
- Define end-to-end testing strategies.
- Coordinate technical and functional testing.
- Organize UAT (User Acceptance Testing).
- Manage production releases.
- Ensure smooth operational handover.
Data Governance & Migration.
- Ensure historical data is migrated correctly.
- Ensure no important information is lost.
- Ensure data quality and accuracy are maintained.
- Consolidate different databases.
- Ensure data can be securely accessed and published.
Change Management & ITSM.
- Ensure employees can successfully adopt the new systems.
- Coordinate:
- Employee training.
- Communication plans.
- Change management activities.
- Operational readiness.
- IT Service Management (ITSM).
- Service Delivery Management.
- Understand both program implementation and operational IT service delivery.
Profile
- Extensive senior-level program management experience.
- Experience with public procurement is particularly valuable, as this is a public-sector environment.
- Native-level French proficiency is strictly mandatory.
- The program involves extensive interaction with French-speaking public-sector stakeholders.
- Steering committee meetings and business workshops may be conducted in French.
- The candidate must communicate complex business and technical matters confidently.
- The candidate must coordinate internal teams and external partners in French.
