An independent intergovernmental body, established in 1952, whose mission is to enhance the effectiveness and efficiency of Customs services across the globe. This organization represents 187 Customs administrations that collectively process approximately 98% of world trade. As the global centre of Customs expertise, it is the only international organization with competence in Customs matters.
A project on countering chemical and biological weapons proliferation through strategic trade controls was initiated in 2026. This project builds on an existing program that has developed a range of tools and instruments to support Customs in effectively detecting, deterring, and interdicting illicit shipments of controlled strategic goods.
This three-year project will deliver targeted capacity-building assistance to strengthen the ability of six priority countries across three regions to comply with and enforce the chemical and biological weapons control lists of an international group.
Objectives.
- Increased awareness of knowledge gaps and capabilities of Customs administrations in beneficiary countries to enforce control lists related to biological and chemical dual-use goods.
- Increased capacity to enforce customs controls related to biological and chemical dual-use goods.
- Improved performance of Customs administrations in beneficiary countries to adhere to and enforce the international group's controlled lists to regulate biological and chemical dual-use goods.
- Ultimately reduced threats to the international community posed by the proliferation and use of WMD by state and non-state actors.
Specific deliverables.
- Development of dedicated needs assessment for the six beneficiary countries.
- Developing an implementation roadmap for each country and tailored chemical and biological weapons control lists.
- Delivery of tailored technical assistance through trainings and workshops.
- Evaluation of the impact of these activities at the end of the project.
What you do
Under the supervision of the Project Coordinator, the Expert Trainer will focus on the following key activities:
Project Delivery.
- Organizing content and delivery of high-level initial events, including establishing key topics, producing agendas, liaising with external speakers, with a focus on awareness raising and assessing the needs of the beneficiaries prior to the delivery of Member Customs administration training.
- Providing expert advice to the needs assessment in the chemical and biological weapons domain in each of the six beneficiary Member administrations.
- Conducting training events based on the results of the needs assessments in beneficiary Member administrations.
- Organizing and conducting follow-up evaluation and mentoring visits to the beneficiary Member administrations.
- Developing a new tool (Guide) in the area of countering proliferation of chemical weapons for Customs administrations, and being responsible for the maintenance and deployment of the existing tools in the area of biological security.
- Developing new training materials in the chemical and biological weapons domain in addition to existing modules in the training curriculum.
- Overseeing and coordinating translation of the relevant materials.
- Providing technical expertise on behalf of the organization at meetings organized by relevant international organizations.
- Drafting project documentation as requested by the Project Coordinator.
Other duties.
- Any other project-related duties as may be assigned by the Project Coordinator.
What they ask Education.
- University level degree in chemistry/biology/engineering or related fields, or an equivalent combination of education, skills and experience.
Essential Qualifications, Experience and Competencies.
- Minimum seven (7) years of previous experience in Customs or other law enforcement agency, with at least five (5) years’ experience as a trainer in Strategic Trade Controls and/or Chemical and Biological (CB) domain.
- Proven technical expertise in the CB domain.
- Experience of training delivery to individuals of various ranks, experience and backgrounds.
- Experience of developing new and adapting existing training materials to meet the needs of the beneficiaries.
- Ability to work constructively in a small team and in a multinational environment.
- Excellent communication skills (oral and written), including public speaking skills.
- Excellent organizational skills.
- Coaching/Mentoring skills.
- Ability to work under pressure and adhere to tight deadlines.
- In-depth knowledge of MS Office (Word, Excel and PowerPoint).
- Willingness to travel.
Desirable Qualifications, Experience and Competencies.
- Knowledge of the organization's Strategic Trade Control Enforcement Guide and its training curriculum, as well as other tools and instruments in the enforcement domain.
- Ability to adapt to the administrative and financial tools used by the organization.
Languages.
- Fluency in English is mandatory.
- Knowledge of Arabic, French, Portuguese or Spanish would be an asset.
Practical
- Employment: Full-time at the organization's Headquarters.
- Contract: Short-term contract of two (2) years with the possibility of renewal.
- Probationary period: Six (6) months.
- Annual leave: 30 days of annual paid leave.
- Salary: Starting from 6,200 EUR/month all-inclusive (remuneration exempted from income tax in Belgium) depending on experience and qualifications.
- Compulsory health insurance deducted from the salary (around 71 EUR/month).
- This position is subject to the Manual for Short-Term Contractors.
- The successful applicant shall not acquire the right subsequently to occupy a permanent post within the organization.
