What you do
- Develops the roadmap for the further development of project-based work, portfolio management, and capacity management.
- Monitors the coherence between the three disciplines.
- Translates strategic organizational goals into improvement initiatives.
- Ensures standardization where necessary and flexibility where possible.
- Functional owner of processes, working methods, and frameworks.
- Prepares administrative and organizational decision-making.
- Safeguards roles, responsibilities, and governance.
- Manages the integral improvement backlog.
- Prioritizes based on organizational value.
- Steers towards the realization of improvement goals.
- Makes dependencies transparent.
- Functional client for supporting systems.
- Steers towards improving data quality and achieving a single source of truth.
- Stimulates the application of working methods.
- Organizes training, coaching, and knowledge sharing.
- Actively works on support and behavioral change.
- Strengthens ownership, client-ship, and contractor-ship.
- Helps the organization adapt to Agile/Scrum by not only explaining the process but especially by letting them experience how short-cycle work, transparency, and regular adjustments contribute to better choices.
- Ensures that Agile/Scrum does not become an end in itself, but a means to deliver value faster, make dependencies visible, and better substantiate choices.
What they ask
- Demonstrable completed education at a minimum of HBO bachelor level (HBO+ / WO level).
- Demonstrably certified Scrum Product Owner.
- Minimum of 2 years of demonstrable work experience with organizational change within local government, based on the Agile Scrum methodology.
- Agreement with the stated secondment conditions.
