Youth Buyer
An implementing organization of a regional youth region contributes to the healthy, positive, and promising upbringing of children and young people. This organization advises municipalities on national developments, translates these into organization and procurement, performs contract management, and is responsible for regional monitoring. The coming years will be marked by the transformation of the youth care landscape, where closer cooperation between youth care providers and municipalities is expected.
As a buyer, you play an important role in the procurement and implementation of this renewed way of working together.
What you will do. You will work on impactful issues and contribute to the transformation of the youth care landscape by using procurement as a strategic instrument. You will be responsible for preparing, guiding, and executing procurement procedures and tender processes. You will translate societal, administrative, and substantive challenges into appropriate procurement strategies and collaborate intensively with municipalities, youth care providers, and colleagues within the organization.
- Further developing the regional procurement policy for youth care and continuously improving procurement processes.
- Preparing, guiding, and executing procurement and tender procedures, from strategy and contracting to implementation.
- Drafting agreements and procurement documents and serving as a point of contact for the application of agreed arrangements.
- Translating youth care analyses and findings into clear and supported advice for decision-making and policy development.
- Leading projects or actively participating in multidisciplinary project groups or strategic programs.
- Ensuring proper implementation of procurement results within the organization.
- Maintaining relationships with municipalities, youth care providers, and other stakeholders, using procurement as a means to further improve youth care.
Profile
- HBO/WO (higher professional education/university) work and thinking level, preferably with a completed NEVI 1 and/or 2 education or equivalent.
- At least several years of relevant work experience in the field of procurement and tenders. Experience with European tenders is a plus.
- Affinity with youth care and/or familiar with social issues within the social domain.
- Environmentally aware: you oversee various interests and move easily in an administrative environment.
- Connecting: you bring together municipalities, youth care providers, and other stakeholders and create shared ownership.
- Analytical: you are able to understand complex issues and translate these insights into an appropriate procurement strategy.
- Innovative: you think beyond existing working methods/funding models and contribute to the innovation of processes and working methods.
