Environmental Permit Casemanager

A government organization is looking for a casemanager who can independently and integrally handle complex environmental permit applications and manage the process. The assignment involves guiding applications from the intake and preliminary consultation phase up to and including decision-making. The casemanager ensures a thorough substantive assessment, monitors progress and deadlines, and organizes the necessary coordination with internal and external advisors.

Additionally, the candidate is expected to contribute to the further development of the team, act as a substantive sparring partner, and contribute to improving work processes and services.

What you will do.

  • Independently manage the process for complex and integral environmental permit applications
  • Assess and process applications based on the Environmental Act (Omgevingswet), the Bbl, the environmental plan, and other relevant laws and regulations
  • Assess building plans regarding, among other things, spatial quality, sustainability, feasibility, and legal frameworks
  • Coordinate the necessary internal and external advice
  • Maintain contacts with initiators and advise on possibilities and points of attention within the applicable frameworks
  • Prepare administrative advice and (draft) decisions for the college of mayor and aldermen
  • Coordinate with, among others, the aesthetics committee, safety region, water board, and other involved parties
  • Monitor progress, quality, completeness, and legal deadlines of dossiers
  • Advise on the handling of objection and appeal cases within own dossiers
  • Identify bottlenecks in implementation and propose solutions
  • Contribute to the further development of processes and working methods related to permit granting under the Environmental Act
  • Serve as a substantive point of contact and sparring partner for colleagues
  • Guide and substantively support junior and less experienced employees
  • Handle substantive information requests via, among others, email, phone notes, and contact forms

Profile

You independently and integrally handle complex environmental permit applications and manage the process from intake and preliminary consultation up to and including decision-making. You contribute substantively to the team and act as a sparring partner for colleagues. You are an integral part of the team, participate in internal meetings, and work under the daily hierarchical supervision of the responsible manager. Priorities, activities, and desired results are determined by the organization.

The role is structural in nature and requires full integration for continuity and knowledge retention.

  • Demonstrably completed education at a minimum of HBO bachelor level in the field of Architecture, Public Administration
  • Minimum 8 years of demonstrable work experience as a permit grantor/casemanager at a government organization or environmental service
  • Demonstrable work experience in the past 2 years with the Environmental Act (Omgevingswet), the Bbl, and the environmental plan
  • Demonstrable work experience with independently handling complex and integral environmental permit applications
  • Demonstrable work experience with preparing advice and (draft) decisions for administrative decision-making
