Environmental Plan Project Leader (Spatial Development Advisor)

As an Environmental Plan Project Leader, you play a key role in a major transition. You work on the further development of policies, rules, and ambitions, ensuring they converge into a future-proof and understandable environmental plan. You connect content, process, and stakeholders, thereby making a visible contribution to the spatial quality of the organization. In addition to your role as project leader, you also perform tasks as a Spatial Development Advisor.

You spend a maximum of three days a week on project leadership; the remaining hours are filled as a spatial development advisor. As an Environmental Plan Project Leader, you will work on:

• Leading the process from the temporary part of the environmental plan to the definitive, integral version.
• Monitoring the coherence between policy, rules, and feasibility: why are we doing this, what does it yield, and how does it help the organization move forward.
• Participating in regional working groups on (environmental) themes and translating insights into the municipal plan.
• Ensuring a comprehensible set of rules that can be used for permit issuance and daily practice.
• Maintaining an overview, making choices, and steering both process and content.

• Advising on complex spatial issues, such as inner-city restructuring and the development of a specific area.
• Integrally assessing and guiding new spatial initiatives.
• Initiating, coordinating, and testing spatial plans in a legal-planning sense.
• Managing external urban planning agencies.
• Contributing to exploitation plans and anterior agreements.
• Translating new legislation, regulations, and jurisprudence into daily practice.
• Representing the organization in objection and appeal procedures.

You use your analytical ability to see coherence and substantiate choices. In addition, you possess:

• A minimum of five years of experience as a planning lawyer, spatial development advisor, and/or another relevant function.
• Extensive and up-to-date knowledge of spatial legislation and procedures.
• Familiarity with the Environmental Act (Omgevingswet) and a political-administrative environment.
• The ability to switch between process, content, and legal planning.
• Creative thinking and a solution-oriented attitude.
