Strategic Advisor Program Broker
A government organization is a partner in the implementation of a multi-year program focused on a specific technological cluster. Within this program, the organization plays an active role in the strategic preconditions for the growth of a technological cluster, particularly on the themes of talent development, financing, and space for the establishment and growth of companies. What you do
You lead the process for a government organization to realize its ambitions within a technological program and actively contribute to:
- the development of a future-proof talent agenda
- organizing public and private financing
- strengthening cooperation between government, knowledge institutions, and the business community
- implementing strategic projects and programs within the ecosystem
You act as a content expert, process manager, and network connector. You inform the client about the progress of the program and strategic and administrative matters.

Activities.
- Working on the implementation of a talent plan for the technological cluster
- Bringing together educational institutions, companies, and governments on content
- Identifying and reporting opportunities for financing human capital initiatives
- Assessing the organization's commitment within the Human Capital Agenda
- Promoting initiatives such as Student Base and Lifelong Learning and developing these initiatives into concrete visibility
- Developing financing strategies and business cases
- Identifying European, national, and regional financing opportunities
- Promoting and guiding subsidy applications and investment proposals
- Linking projects to relevant financiers and funds
- Providing recommendations on the organization's role within the financing agenda of the technological cluster
- Participating in relevant meetings and working groups within the technological program, such as the bi-weekly program team and periodic content meetings
- Representing the organization within the implementing body
- Drafting development advice, memos, and administrative documents
- Identifying opportunities, risks
- Building and maintaining strategic networks within and outside the region of the technological cluster
Results and completion. You deliver:
- An up-to-date agenda and progress overview for the Talent and Financing program lines
- A minimum of four strategic advisory notes
- A minimum of three project proposals or business cases
- Quarterly reports with progress, risks
- A final report with recommendations for the organization's involvement from 2028 onwards
The assignment ends after the completion of these products.
Profile
As a strategic advisor / program broker, you work within a technological program as a content expert, process manager, and network connector. You actively contribute to talent development, organizing public and private financing, and strengthening cooperation between government, knowledge institutions, and the business community. You work independently and coordinate as needed with stakeholders within the team or the client.
There is freedom in work form, location, and planning, provided the end result is delivered according to the assignment and on time. You are not embedded in the line organization and do not replace an employee; activities are carried out independently, and the end result is assessed by the client. You organize and monitor your own efforts, resources, and planning.
What they ask
- Demonstrably completed HBO (higher professional education) degree
- Demonstrably at least 7 years of experience (gained between 2015 and present) within a public-private partnership in deeptech and/or hightech and/or semicon
- Demonstrable experience in advising administrators and/or management within the public sector
- Demonstrable experience (gained between 2015 and present) with subsidy and/or financing and/or investment issues
- Demonstrable experience in collaborating in a triple-helix environment (government, knowledge institutions, business community)
Preferences.
- Demonstrably worked on the development of a semicon, hightech, or deeptech ecosystem, to be demonstrated with practical examples/reference projects
- Demonstrable experience in developing business cases or financing strategies or attracting external resources, to be demonstrated with practical examples/reference projects
- Demonstrably possess a relevant network within government organizations, knowledge institutions, and the business community and know how to utilize these networks to achieve results, to be demonstrated with practical examples/reference projects
