Public Procurement Lawyer

You will be the legal point of contact for buyers, operational services, and management for all matters related to public procurement, from placement strategy to contract execution.

• You translate complex legal questions into clear recommendations, ensuring projects proceed safely.

What you will do.

• Advise on the choice and justification of the procedure: open procedure, negotiated procedure, framework agreement, qualification system.
• Draft and review specifications, contractual provisions, and framework agreements.
• Prepare and check motivated selection and award decisions.
• Advise on execution: modifications, price revisions, penalties, terminations.
• Handle complaints from bidders and, together with external legal advisors, prepare procedures before the Council of State.
• Collaborate on complex constructions: PPP (DBFM), joint assignments, purchasing centers, concessions.
• Train internal teams and monitor Belgian and European regulations.

What they ask

• Master's degree in Law.
• Minimum 3 years of experience as a public procurement lawyer for a medior profile, 5 years for a senior profile, with a contracting authority, a law firm, or a consultancy.
• Thorough knowledge of the law of June 17, 2016, its implementing decrees, and the jurisprudence of the Council of State.
• Excellent command of Dutch and/or French, with excellent legal writing skills.
• Good knowledge of the other national language (Dutch or French).

Assets.

• A specialization in public law or public procurement is a plus.
• Experience with ICT assignments, PPP, or public real estate is a plus.
