The organization is looking for a program manager who translates existing insights into a feasible program, prepares political choices, manages ongoing developments, and helps the organization make the step from ambition to implementation.
What you will do. The goal of the assignment is to achieve, within a defined period:
- A politically approved area development program
- Functional programmatic steering
- Clear governance
- Insight into required capacity and resources
- An implementation agenda for the coming years
- Cohesion between projects, dossiers
- A transferable organizational structure for the implementation phase
The activities include:
- Programmatic management: managing the overall task, organizing cohesion, monitoring progress, preparing political decision-making, organizing coordination, identifying and escalating risks.
- Setting up the program: building on available documents and analyses, the program describes the task, ambition, program goals, cohesion, political choices, priorities, phasing, risks, dependencies, and implementation strategy.
- Capacity analysis and financial claim: making the necessary resources transparent, including program scope, capacity analysis per project and workflow, organizational proposal, and financial claim.
- Environmental management: developing an environmental strategy, organizing internal and external coordination, supporting political interest assessments, connecting parties and interests.
- Governance and implementation: developing and implementing proposals for program governance, client ownership, consultation structures, progress reports, monitoring, decision-making, and results-oriented management.
What they ask
- Minimum 5 years of demonstrable work experience as a Program Manager or Environmental Manager within complex spatial, administrative, or area-oriented assignments.
- Demonstrable work experience with at least two area developments where spatial procedures (zoning plan, environmental plan, or project decision) were part of the assignment.
- Demonstrable completed education at a minimum of HBO bachelor level.
Wishes:
- Demonstrable work experience as a program manager within complex area developments with multiple stakeholders, political interests, and societal challenges.
- Demonstrable work experience with drafting governance proposals, capacity analyses, organizational proposals, or investment/implementation proposals for political decision-making.
- Demonstrable work experience with setting up, developing, implementing, or managing programmatic work within a public organization.
- Demonstrable work experience with connecting diverse interests of governments, businesses, social organizations, and other stakeholders within complex spatial or administrative assignments.
