Project Advisor Environmental Program and plan EIA

A government organization is looking for an experienced project advisor to guide a large and complex area development. The assignment involves the substantive and procedural process surrounding the Environmental Program and the plan-EIA (Environmental Impact Assessment). The professional ensures coherence between spatial quality, mobility, sustainability, environment, and health.

Close cooperation is maintained with internal disciplines, external consulting firms, provincial and regional authorities, and other stakeholders.

What you will do.

  • Process management, substantive coherence, planning, and administrative preparation of the Environmental Program and the plan-EIA.
  • Ensuring careful coordination between studies, participation processes, and decision-making moments.
  • Guiding the preparation of the Environmental Program and a legally sound and administratively supported plan-EIA process.
  • Responsible for the spatial and legal embedding of the development.
  • Coordinating and guiding the plan-EIA procedure with an external agency.
  • Monitoring the planning, process, and quality of spatial planning documents.
  • Coordinating and substantively integrating sub-studies (traffic, noise, air quality, soil, water, nature, nitrogen, health, sustainability).
  • Strategically applying specialized knowledge to steer the process and identify risks.
  • Acting as a point of contact for internal project members, consulting firms, and external stakeholders.
  • Informing and involving fellow urban planners within the program team in progress, choices, and decisions.
  • Advising the project director and administration on strategic choices and risks.
  • Preparing administrative decision-making and drafting proposals for the executive board and council.

  • A carefully guided legal spatial planning process for the environmental program and the plan-EIA.

Profile

The contractor guides the preparation of the Environmental Program and ensures a carefully managed, legally sound, and administratively supported plan-EIA process. Content, process, participation, and decision-making are organized integrally. You will involve fellow urban planners within the program team in progress, choices, and decisions, ensuring knowledge and continuity within the team.

What they ask

  • Completed HBO or university education in urban planning, spatial planning, public administration, or similar.
  • Minimum 8 years of demonstrable work experience as a project leader or advisor within the spatial domain.
  • Minimum 5 years of demonstrable experience with a medium-sized government organization or a province.
  • Demonstrable experience in guiding environmental programs within the physical domain.
  • Demonstrable experience with at least two plan-EIA procedures in the past eight years.
  • Demonstrable experience with complex area developments where multiple policy fields and interests converge.
  • Experience with administrative decision-making within a municipal organization.
  • Experience in managing multidisciplinary project teams and external consulting firms.
  • Demonstrable combination of specialized knowledge in environmental effects, standards, and legislation, and the ability to strategically apply this knowledge.

Preferences.

  • Experience with the implementation and application of the Environmental Act (Omgevingswet).
  • Experience with inner-city area development, preferably around station areas.
  • Experience with housing locations or transformation areas.
  • Experience with collaborations between government organizations, province, water board, external agencies, and market parties.
  • Experience with projects involving complex social and political interests.
