Product Owner Citizen Communication
As a Product Owner, you are responsible for the quality, coherence, and continuous development of all letters, flyers, and forms within a government organization. You define the vision, strategy, and development roadmap for this portfolio. Based on citizen insights, organizational objectives, laws and regulations, and available capacity, you prioritize improvement initiatives and make decisions regarding the development of the product portfolio, aiming for maximum value for citizens and the organization.
What you will do.
- Ultimately responsible for the quality, consistency, and coherence of templates for letters, flyers, and forms.
- Monitoring citizen experience and applying clear and understandable language.
- Managing and prioritizing the backlog for the production process of communication templates.
- Ensuring the embedding of communication within relevant systems and processes.
- Creating support for the communication process, proactively aligning with relevant stakeholders, and ensuring smooth collaboration at all levels.
- Facilitating collaboration between clients, the editorial team, reviewers (internal and external), and management, so that communication has the desired impact.
Delegated Process Owner.
- Monitoring the quality, performance, and execution of the entire communication process.
- Guiding incidents and issues within the communication process and contributing to sustainable solutions.
- Identifying risks, bottlenecks, and improvement opportunities and translating these into concrete improvements for the entire process.
- Advising the process owner and reporting on progress, risks, and results.
- Ensuring version control, archiving, and reconstructability of communication templates.
- Monitoring all activities before, during, and after the production of communication. This includes the dispatch process via both paper and digital channels, including risk management, process control, and planning.
- Ensuring a functional and executive process, a continuous improvement process, and proper recording of administrative organization and archiving.
- Making independent decisions on priorities, product development, and implementation of changes within established frameworks.
Profile
The Service cluster, part of the primary process, aims to address citizens, assist them with their questions, and guide them through the treatment process. The focus is on developing good service where the citizen is central and proper handling of complaints is ensured.
What they ask
- Minimum HBO (higher professional education) working and thinking level, demonstrated by a completed HBO degree or at least six years of relevant work experience within the communication field.
- Minimum five years of demonstrable work experience as a communication expert in the field of citizen communication.
- Minimum three years of work experience in directing and coordinating multidisciplinary implementation processes with multiple chain partners.
Preferences.
- Experience in developing, assessing, or directing communication towards citizens in situations where diligence, empathy, and comprehensibility are essential due to the impact of the communication on the target group.
- Experience working for the (national) government in crisis situations.
- Experience in directing and coordinating processes for vulnerable or affected target groups, involving multiple chain partners and requiring careful coordination due to social, administrative, and organizational interests.
- Insight into the coherence between one's own field of work and other relevant organizational units, processes, and interests, and demonstrably applying this insight when making considerations and realizing improvements.
