Operations Manager
Do you ensure calm, coherence, and decisiveness in a complex reception operation? As an Operations Manager, you provide daily operational and tactical direction to the efforts of a humanitarian organization. You support and guide site managers, connect internal and external partners, and ensure that the reception is carried out stably, effectively, and safely. You combine decisiveness with collaboration and maintain an overview even under pressure. You will work within the reception efforts of the organization.
In this role, you will form the link between the site managers, the regional manager, an internal team, and involved internal and external stakeholders. You maintain a daily coordination line with the site managers and the regional manager and coordinate tactical developments with the region, the Relief Coordinator, and the internal team. Externally, you collaborate with government agencies, refugee organizations, municipalities, and security partners, among others.
You report to the regional manager, who is ultimately responsible for the operation and administrative escalations.
What you will do. You bring structure and continuity to a dynamic reception environment. You ensure that site managers remain responsible for daily execution, while you monitor operational and tactical coherence and sustainably embed improvements.
- You coach, support, and guide site managers on operational issues, capacity challenges, and complex situations.
- You monitor the continuity, quality, and safety of the reception and act on open actions, improvement measures, and agreements made.
- You provide tactical coordination with chain partners and maintain workable collaborative relationships, including weekly coordination with a government agency on forecasts and developments.
- You are the first escalation line within the operation, identify risks and incidents in a timely manner, and take the lead when necessary in operational disruptions or acute situations.
- You analyze processes, develop improvement proposals and plans, and monitor their implementation and embedding.

- Experience in reception, crisis management, humanitarian aid, care, or a similar dynamic environment.
- Strong stakeholder management and the ability to build and maintain sustainable collaborative relationships.
- Decisiveness and the ability to maintain an overview and prioritize under pressure.
- An independent way of working, combined with effective collaboration with colleagues and partners.
- Willingness to perform on-call duties and be available occasionally outside regular office hours, including evenings and weekends. Hotel stays can be facilitated if necessary.
