A government organization faces a new challenge due to grid congestion. From a certain date, government organizations have been given an active role within a national scheme, allowing them to apply for transport capacity for housing, education, and other social projects. The organization has for the first time drawn up a priority list for projects eligible for priority on the electricity grid. This concludes the first phase of the scheme.
After the submission of the initial priority list, a structural implementation task arises. The organization is looking for an independent advisor to temporarily carry out these activities and develop a proposal for structural organizational embedding.

Results.
- The Grid Congestion Early Applications priority list is kept up-to-date. New projects are assessed and processed. Project data is managed and checked for completeness. Changes in project planning are processed.
- First point of contact for developers, housing corporations, educational institutions, and internal project leaders. Guiding the submission of project information and evidence. Advising on policy rules, project maturity, and prioritization.
- Drafting college proposals, memos, council announcements, and administrative advice. Advising portfolio holder and management. Preparing administrative decision-making around new priority lists.
- Coordination with relevant national, provincial, and regional parties and grid operators. Signaling national developments. Translating national changes into municipal implementation.
- By the end of the assignment at the latest, there will be a proposal for structural organizational embedding, a description of processes, roles and responsibilities, a proposal for required capacity, and a handover file for the line organization.

- Demonstrable work experience in spatial development, housing, or educational housing
- Demonstrable work experience with administrative decision-making in the past 3 years
- Demonstrable work experience with project-based work
- Possesses a network in the region with other municipalities, grid operators, and/or other relevant parties
- Demonstrable work experience with advising on complex and strategic issues within a government organization (experience from 1 to more than 7 years is desired)
- Demonstrable work experience with complex and innovative processes within the government
- Demonstrable work experience in grid congestion, energy

The advisor works independently within the Policy, Sustainability & Mobility department. The advisor:
