Financial and Administrative Manager

An organization for permanent education and socio-cultural action, recognized by a regional authority, is looking for a Financial and Administrative Manager. The organization aims to promote the development of active citizenship and the exercise of cultural rights. Its actions are organized around 3 themes and are carried out by local branches and a general secretariat.

The general secretariat is also recognized in socio-professional integration and has developed a decade of actions in the field of digital inclusion. The organization is a member of relevant networks.

What you will do. The Administrative and Financial Manager is part of the coordination committee of the general secretariat. He/she works directly with the management and has the mission to:

  • Manage the legal and administrative obligations of the general secretariat.
  • Ensure the operational follow-up of all budgetary and HR aspects of the general secretariat.
  • Manage the team responsible for the administrative, financial, and logistical management of the general secretariat.

He/she supervises a team of 3 people and is responsible for the following activities:

  • Informing and training on the administrative and legal obligations of the organization and ensuring compliance with its management practices.
  • Preparing the provisional budget and verifying the status of expenses and revenues during the financial year, in conjunction with the management and with the support of the accounting assistant.
  • Developing financial dashboards to improve financial monitoring (approvals and recognitions, ad hoc subsidies, employment premiums, etc.).
  • Developing dashboards for monitoring administrative deadlines.
  • Managing a team responsible for administrative and financial management, logistical management of buildings and events, and reception (setting work objectives, planning and supervising work, developing work tools).
  • Actively participating in the preparation and follow-up of subsidy files (reports), particularly for the financial aspects.
  • Supervising the follow-up of human resources managed by his/her team (recruitment, contracts, salary supervision, legal compliance, work regulations, training plan follow-up...) including recruitment and regulatory follow-up of personnel in socio-professional integration.
  • Producing financial notes and indicators for the coordination team, the administrative body, and the subsidizing authorities.
  • Ensuring the role of prevention advisor and monitoring missions and obligations related to regulatory prevention obligations.

What they ask

  • Hold a Bachelor's or Master's degree or have proven professional experience.
  • Confirmed experience of at least 3 to 5 years in a similar role and in team management.
  • Very good knowledge of financial management techniques, accounting, and human resources (ability to read and explain a balance sheet, an income statement, and manage a multi-subsidized budget).
  • Good knowledge of the financing mechanisms of non-profit organizations and, in particular, of the institutional environment of permanent education and socio-professional integration.
  • Very good organizational, planning, and rigor skills.
  • Very good analytical and communication skills.
  • Autonomy, sense of initiative, sense of human contact.
  • Knowledge of labor regulations and more specifically of well-being at work policy.
  • Good knowledge of accounting and the Office suite (MS Word, MS Excel, MS Powerpoint).
  • Sensitivity and interest in permanent education, socio-professional integration, digital inclusion, and more broadly the socio-cultural sector.
  • Prevention advisor certification is an asset.
