Project Manager
This assignment concerns the preparation for the renewal of an existing community facility. The building will be given a new purpose as a socio-cultural meeting place for young and old, where associations, foundations, and institutions will have space for exercise, culture, information, education, sports, and well-being. The goal is to create a place where they collaborate, strengthen each other, and bring residents together. The concept has been approved, and a proposal for the building layout is available.
What you will do. As a project manager, you will lead the construction preparation phase, consisting of 3 sub-projects:
- Preparing the renovation
- Attracting future users
- Organizing the new management
You are ultimately responsible for the overall result and monitor planning, risks, and finances. You will coordinate the renovation with the involved sub-project leader. You will take on the future use and new management yourself. Your activities include:
- Creating a project plan with a clear project structure and distribution of roles, tasks, and responsibilities.
- Ensuring that the renovation preparation, user agreements, and future management are aligned.
- Attracting suitable associations, foundations, and institutions that wish to share spaces and collaborate, and formalizing agreements in a realization agreement.
- Guiding the tender process for an operator who will manage future operations and exploitation, and ensuring a contract that aligns with social and commercial goals.
- Organizing the transition to the new management form and ensuring connection with the dismantling of the current managing entity.
- Ensuring clear communication and coordination with users, social partners, residents, board, and involved departments.
- Compiling the results into a final report for decision-making regarding the definitive continuation to the renovation.

Profile
- Extensive experience as a project leader and/or program manager, preferably in a political-administrative environment.
- Knowledge of and experience with the development of multifunctional accommodations and possible management and exploitation forms.
- Knowledge of the social domain and cultural domain, with insight into current issues and a personal perspective.
- Knowledge of public procurement procedures.
Practical
- You will be part of the Social Development and Citizen Power department and report to the department head.
- Close collaboration with other departments, including Physical and Economic Development and Public Space.
- The position can be filled as a freelancer (ZZP) or as an employee (scale 11).
- Travel allowance that encourages sustainable travel, including full reimbursement for public transport, €0.25 net per kilometer for cycling, and €0.15 per kilometer for driving.
