Area Developer
For the development of an urban area, a strong strategic profile is needed to connect the market and a government organization, and to provide integral direction to programming, spatial quality, business case, and tender strategy. The development requires an area developer who collaborates within the municipal project organization with various disciplines and stakeholders, contributing to the further elaboration and realization of the area development.
What you will do.
- Develop an integral development strategy for the area
- Prepare and update housing programming
- Translate policy objectives into an executable area program
- Develop market approach and market strategy
- Prepare and shape tender strategies
- Prepare and test business cases
- Elaborate phasing scenarios for the development of the area
- Connect spatial quality, programming, finance, and market potential
- Advise management, leadership, and the board on choices and scenarios
- Organize coordination with developers, housing corporations, investors, and social partners
- Drive coherence between different disciplines within area development
- Actively contribute to collaboration within multidisciplinary municipal project teams
- Represent the organization in internal and external consultation structures
Profile
The candidate must demonstrate expertise in the following areas:
- Market approach and market strategy

What they ask
- Minimum completed HBO (higher professional education) degree in Architecture, Civil Engineering, Real Estate
- Minimum 10 years of experience as a project manager in the development of housing locations, area development within an urban program, and the execution of land exploitations within a municipal organization, in the past 20 years
- Knowledge of working with exploitations and facilitating plans, land acquisition, guiding spatial planning processes and urban planning, and working in a politically sensitive environment and participation processes
- Demonstrably aware of recent developments in spatial planning, environmental law, nitrogen policy, energy management, etc.
- Minimum 2 days per week present at the office, and present during resident evenings and municipal council meetings that take place outside regular working hours
- The CV must contain at least one relevant reference from the past 5 years, demonstrating that the candidate has experience with activities comparable in nature and scope to the assignment. The reference must include at least: the name of the organization, the name and function of the contact person, contact details (phone number and/or email address)
- Agreement with the stated secondment conditions
Preferences.
- Preferably more than 10 years of experience as a Project Manager for urban development projects
- In the past 5 years, demonstrable experience with: advising aldermen, management, and/or the municipal council on strategic choices within area development projects and independently drafting administrative decision-making documents, such as college proposals, council proposals, or administrative notes
