Director of Works (Contract Manager) Public Space

You make an important contribution to the quality and safety of public spaces within a government organization.

You primarily focus on contracts and collaboration around contracts in outdoor areas, such as paving, public lighting, sand roads/verges, or sewerage.
You are responsible for accountability and advice on the budget and quality of these public space components.
Together with a team of supervisors, you ensure that all work is carried out according to agreements, specifications, and contracts.

What you do

Represent the organization during the execution of management and maintenance work on sewerage, roads, public lighting, paths, parking lots, and other elements in public spaces.
Maintain contacts with contractors and other parties, such as competent authorities and water boards.
Draft and/or provide input for specifications and contractual agreements, and conduct construction meetings with contractors regarding, among other things, provisional sums, quality, deployment, additional and less work, and resident complaints.
Provide substantive input for issues related to management, public space, and maintenance, for example, on components of public lighting, sand roads/verges, or sewerage and grey infrastructure.
Coordinate supervision in the neighborhoods, ensuring that findings from district and specialized supervisors and resident reports are properly addressed and processed in the management of contractors.
Work in on-call services where you are also present on-site outside regular office hours in case of urgent reports (e.g., malfunctions, subsidence, or unsafe situations on the road) to manage the situation safely if necessary.

Solution-oriented and communicatively skilled.
Proactive and can easily switch between independent and teamwork.
Good at communicating with various stakeholders and easily navigates between different parties.
HBO (higher professional education) work and thinking level through education or experience.
Knowledge of public space management, with a preference for knowledge of, for example, (mechanical) sewerage, roads, public lighting, or paving.
Demonstrable work experience with contract management.
Knowledge and/or experience with CROW methodology and RAW framework agreements.
Knowledge and/or experience with GIS systems and case management systems is a plus.
Flexible availability, sometimes outside regular office hours.
