Finance Project Leader

A municipal organization faces a negative multi-year outlook, visible in the 2027 framework note and the 2026 Berap. Measures must be taken to achieve a balanced multi-year budget for the years 2028 to 2031. The finance project leader will implement the project assignment for budget reorientation.

What you will do.

• Propose a methodology to arrive at the correct budget reorientation measures.
• Draw up a plan of approach with the process and procedure to follow, including a timeline.
• Identify and inventory stakeholders.
• Draft a document with concrete possibilities for cost reduction per domain and team.
• Indicate at what level the reduction can be realized (e.g., investment, budget/subsidy reduction, personnel).
• Map out all options and possibilities and their consequences, with no sacred cows/taboo subjects.
• Develop and advise on a monitoring instrument/dashboard.
• Optional: an implementation plan to execute the decisions, including a timeline.
• Coordinate the project and all related activities (coordinating the project group, informing the steering committee, activating other stakeholders, informing the council, etc.).

What they ask

• At least a completed HBO (higher professional education) degree.
• Experience as a financial advisor (or similar) at a municipal organization.
• Experience in small to medium-sized municipal organizations.
