Regional Cooperation Governance Advisor
A partnership of municipalities has been collaborating since 2015 on the procurement of youth care and policy development. The current structure provides an insufficient basis for the necessary steering, with fragmented mandates and limited effectiveness. The establishment of the regional team is based on recommendations from a report on regional cooperation.
Issues such as regional effectiveness, the balance between local autonomy and regional cooperation, roles and responsibilities, and decision-making are still current. The Youth Care Availability Improvement Act (Wvbj) obliges municipalities to organize parts of specialized youth care regionally by January 1, 2027. The current central scheme, which only covers procurement, limits the effectiveness for other decisions.
This requires a re-evaluation and further development of the governance to establish tasks, powers, financial responsibility, and administrative steering in a sustainable and legally robust manner. External expertise and process guidance are needed to ensure an independent process.
Goal of the assignment. The goal is to obtain independent and practically applicable advice on the desired further development of the youth region's governance, fitting with:
- the requirements of the Wvbj and Wgr
- the wishes and needs of the participating municipalities
- effective, transparent, and manageable regional cooperation
- a solid structure of powers, steering
The advice must be administratively usable for decision-making by municipal boards and councils.
What you do
The approach comprises three phases:
- Phase 1: Exploration of needs and the necessity for regional cooperation. This includes concretizing the collective task, clarifying dilemmas and bottlenecks, and involving employees, administrators, and partners from the region.
- Phase 2: Exploration of governance options to facilitate the outcome of phase 1. This includes an objective analysis of the pros and cons of various governance models (central scheme, operational management organization, public body) and concrete recommendations for further development.
- Phase 3: Implementation of the advice (optional assignment extension). This includes a joint interpretation of what the region can handle itself and what requires external advice, with independent process guidance until realization.
Desired results.
- A clear and substantiated advisory report after phase 1 and phase 2, on the most suitable governance.
- A comparison of possible governance variants (with pros and cons).
- A preferred model with concrete design elements.
- A practical implementation and growth path.
- Insight into risks and control measures.
- An executive summary suitable for decision-making.
