A municipal organization is working on the further development of one integral environmental plan.

The contractor contributes substantively to the legal quality of the environmental plan and guides spatial developments within the framework of the Environmental Act (Omgevingswet).
The contractor advises on planning and legal issues, guides spatial procedures, and actively contributes to the development, implementation, and management of the environmental plan.
In addition, the contractor contributes to the further establishment of applicable rules and legal safeguarding within the Digital Environmental Act System (DSO).
The assignment involves providing legal support for the ongoing development of the integral municipal environmental plan.
The contractor independently determines how these results are achieved and provides specialized legal expertise and concrete end products.

What you will do.

Provide a substantive contribution to the development, updating, and management of the municipal environmental plan.
Draft, manage, and optimize applicable rules within the environmental plan.
Develop and improve legal rules, policies, and work processes within the spatial domain.
Guide spatial initiatives from planning to legal procedures, including preliminary requests, environmental permits, and amendments to the environmental plan.
Advise management, board, and colleagues on legal-planning issues.
Handle objections, appeals, and higher appeal procedures.
Identify legal risks and opportunities and advise on them.
Initiate, coordinate, and guide legal processes.
Represent the organization during administrative consultations and legal procedures.
Collaborate with internal disciplines and external partners within spatial projects.
Monitor developments within the Environmental Act and translate them into municipal practice.
Contribute to the further implementation of the Environmental Act within the organization.

Profile

As an experienced Policy Legal Counsel for the Environmental Plan, you will contribute substantively to the legal quality of the environmental plan and guide spatial developments within the framework of the Environmental Act.
You will advise on planning and legal issues, develop applicable rules, and participate in the implementation and legal safeguarding within the Digital Environmental Act System (DSO).
You will perform the work independently based on your own expertise, knowledge, and experience.
You will determine the organization of activities, work order, planning, and working method within the agreed results.
Coordination with involved stakeholders takes place to obtain or share necessary substantive information, not in the context of hierarchical direction.
You are not part of the line organization and have no personnel responsibilities.
You are responsible for your own deployment of time, resources, and expertise to achieve the agreed results.

What they ask

Demonstrable completed education at a minimum of HBO bachelor level.
Demonstrable knowledge of the following laws and regulations: environmental law, environmental act, and administrative law.
Demonstrable work experience with the VNG system for the environmental plan.
Minimum 2 years of demonstrable work experience with Rx.Base and STTR-Builder.
Demonstrable work experience with administrative decision-making within a municipal organization.

Preferences.

Demonstrable work experience with drafting and managing applicable rules within the DSO.
Demonstrable completed education at a minimum of HBO bachelor level in the field of Law, Administrative Law, Environmental Law, Spatial Planning, or a comparable legal education.
Demonstrable work experience with annotating and rule management within the environmental plan.
Demonstrable work experience with objection and appeal procedures within environmental law.
Demonstrable work experience with guiding spatial initiatives within a municipal organization.
Demonstrable work experience with guiding, coaching, or training colleagues in the area of plan systematics.
Demonstrable work experience with integral collaboration within multidisciplinary project teams.
Demonstrable work experience with the transition from a temporary environmental plan to a definitive environmental plan.
