Project Manager Energy Transition
Translate the energy transition from policy ambition to concrete implementation. The energy transition requires more than plans, ambitions, and administrative agreements. Public organizations need project managers who provide direction, organize choices, and genuinely advance complex energy and heat projects. As an Energy Transition Project Manager, you lead projects where policy, technology, administration, residents, and implementation partners come together.
Think of heat transition, natural gas-free neighborhoods, heat programs, sustainable energy generation, grid congestion, energy infrastructure, and the sustainability of the built environment. Through a consultancy firm, you work on diverse assignments within the public domain. You can be employed by us, work based on a project contract, or, for suitable assignments, as a freelancer. Together, we look at which assignment aligns with your experience, expertise, and ambitions.

What you will do. As an Energy Transition Project Manager, you translate public energy and heat ambitions into concrete projects, implementation strategies, and visible results. Depending on the assignment, you will work for municipalities, provinces, RES regions, environmental services, or other public organizations. You do not need to be a specialist in all topics. We are looking for project managers with demonstrable expertise within one or more components of the energy and heat transition.
Your responsibilities include:
- Leading projects within energy, heat, sustainability, or the physical living environment
- Translating policy ambitions into project plans, phasing, and implementation strategies
- Managing multidisciplinary project teams
- Monitoring planning, budget, quality, risks
- Preparing administrative decision-making and progress reports
- Collaborating with administrators, policy advisors, housing corporations, grid operators, energy cooperatives, residents
- Organizing support, participation, and clear communication with involved parties
- Working on themes such as natural gas-free neighborhoods, heat programs, sustainable generation, grid congestion, and energy infrastructure
- Identifying dependencies, risks, and opportunities within projects
- Translating laws and regulations, subsidy opportunities, and developments in the energy market into practical project choices
- Ensuring that projects do not get stuck in discussions but move towards implementation
Do you have extensive experience as a project manager or program manager within energy, heat, or sustainability? Then we look at assignments with more complex administrative issues, larger project teams, more mandate, or strategic direction. If you come from energy consulting, sustainability, area development, or a technical project manager role and want to work more on the public side of the transition? We would also be happy to talk to you if you have independently led complex projects.
Profile
You know that the energy transition does not get stuck due to a lack of ambition, but due to ownership, feasibility, dependencies, and choices. You are a strong project manager who maintains an overview in a complex playing field. You can switch between strategy and implementation, between administration and technology, and between societal interests and practical feasibility. You connect parties, but also dare to set boundaries and prepare decisions. You bring:
- HBO or university level of work and thinking
- A completed education, for example in Public Administration, Spatial Planning, Energy Technology, Technical Business Administration, Civil Engineering
- Demonstrable experience in independently leading complex, multidisciplinary projects
- Experience within energy transition, heat transition, sustainability, physical living environment, or area development
- Experience with administrative advising, stakeholder management, and project-based work
- Ability to monitor planning, budget, quality, risks
- Administrative and organizational sensitivity
- Strong communication skills and persuasiveness
- Experience within a municipality, province, RES region, or other public client is a plus
- Experience with natural gas-free neighborhoods, heat programs, grid congestion, RES, participation, or resident communication is a plus
- Knowledge of subsidy schemes, financing issues, the Environmental Act, or relevant laws and regulations is a plus
Practical
Through a consultancy firm, you work on assignments for municipalities, provinces, RES regions, environmental services, and other public organizations. You can work with us on a secondment basis: in permanent employment with the consultancy firm or via a project contract. For some assignments, deployment as a freelancer is negotiable. Together, we look at your experience, assignment content, and development ambition.
You can indicate a preferred region, and for each assignment, we discuss what is suitable in terms of location and hybrid working. If employed by the consultancy firm, you can count on:
- Attractive salary in accordance with the client's collective labor agreement, depending on your education and experience
- Holiday pay of 8.33% and an attractive year-end bonus
