As a contract advisor, you will contribute to a project aimed at improving the flow, safety, and availability of roads. You will assist in drafting the Route Decision and ensure integrated and controlled contract management within the project. Your expertise will directly contribute to the project objectives and the Route Decision, in collaboration with the IPM team.
What you will do.
- Prepare, tender, and execute contracts; determine market approach and draw up procurement plans.
- Translate wishes and requirements into suitable contract forms and monitor compliance with agreements (finances, quality, deadlines).
- Participate in progress meetings, identify and report deviations in a timely manner.
- Act as a central point of contact for contract management, collaborating with the project team, client, contractor, and suppliers.
- Perform and manage controls and system and process tests for optimal contract control.
- Ensure correct and complete file management of contracts, tenders, and associated documentation.
- Advise on procurement and contracting processes and report deviations or problems in a timely manner.
- Actively contribute to process improvement by updating and sharing knowledge and proposing improvements.
- Coordinate with the contract manager (remotely) and prepare decision-making.
- Provide input for project reports and participate in IPM meetings as a substitute for the contract manager.
- Participate in planning and risk management sub-sessions to integrate and control contract management.

- Completed HBO education (higher professional education).
- Minimum 5 years of demonstrable work experience as a contract advisor.
- Minimum 5 years of demonstrable work experience with System-Oriented Contract Management (SCB).
- Minimum 5 years of demonstrable work experience with plan study projects and Route Act procedures.
- Minimum 5 years of demonstrable work experience in guiding engineering service contracts.
Preferences.
- Demonstrable knowledge and experience as a contract advisor (experience within a government organization is a plus).
- Demonstrable knowledge and experience with plan study projects and Route Act procedures.
- In possession of or willing to obtain VOL-VCA.
