Policy Advisor
As a senior policy advisor, you will work on improving services provided to residents and businesses of a public organization. This includes broad public service delivery, encompassing how the organization interacts with its stakeholders, how processes are structured, and how policy, implementation, and administrative decisions converge. The focus is on vision, administrative agreements, and organizational development, with an emphasis on overview, decision-making, and connecting policy with daily practice.
What you will do.
- Work on the further development of services in the field of civil affairs and citizen engagement.
- Develop policy and administrative documents.
- Advise the portfolio holder.
- Act as a sparring partner for managers on issues of quality and the political-administrative decision-making process.
- Provide organization-wide advice as a policy and process advisor for various departments and clusters.
- Act as an ambassador for the civil affairs department.
- Collaborate closely with a senior administrative advisor on the implementation of the participation ordinance.
- Respond quickly and carefully to signals, complaints, or administrative questions from residents, management, or administration.
- Actively gather information and ask targeted questions.
- Explore various solutions.
- Translate developments and signals into concrete advice and proposals for management and administration.
Profile
We are looking for a senior advisor who wants to work on organization-wide issues concerning service delivery, internal organization, and governance. You look beyond a single department, connect topics, and place signals from practice in a broader perspective. You consider causes and effects and have an eye for long-term impacts. You collaborate with various colleagues, actively gather information, ask targeted questions, and recognize signals, even if not directly expressed.
You explore various solutions and translate developments and signals into concrete advice and proposals for management and administration, taking into account administrative sensitivities and formal and informal relationships.
What they ask
- Minimum completed HBO bachelor's degree, demonstrable through education and relevant work experience.
- Minimum 5 years of demonstrable work experience in a policy and/or advisory role, gained in the past 8 years.
- Minimum 3 years of demonstrable experience advising management and/or the board on policy, organizational, and/or administrative issues.
- A specific Certificate of Conduct (VOG) is required for this assignment.
Preferences.
- Demonstrable experience with civil affairs and/or municipal processes related to resident services.
- Demonstrable experience with resident participation, citizen participation, and/or community-oriented work.
- Demonstrable experience with organization-wide improvement of processes, working methods, or services and guiding stakeholders through these changes.
