Contract Manager Youth and Education
As a Contract Manager Youth and Education, you are responsible for the contract management of a part of the Youth and Education portfolio within a government organization. You work closely with care providers and internal colleagues from policy, access, finance, data, supervision, procurement, and legal affairs, among others. You ensure that agreements with providers are not only well documented but also complied with and contribute to appropriate, high-quality, and financially sustainable youth care.
You monitor performance and developments, identify risks, and discuss with providers what is going well and where improvement is needed. The coming years will focus on the preparation and implementation of the new procurement of specialized youth care. The current agreements for outpatient specialized youth care expire at the end of 2028. At the same time, the youth system is changing due to national legislation, the Youth Reform Agenda, and developments concerning access, regional cooperation, and education-care.
An experienced contract manager is therefore sought who looks beyond current contracts and contributes ideas on what is needed for future contracting to effectively manage quality, use, costs, results, and the development of providers.
What you will do.
- Responsible for contract management of a part of the portfolio
- Maintain professional relationships with youth care providers and other partners
- Manage performance, quality, efficiency, risks, continuity, and compliance with contractual agreements
- Conduct periodic and strategic contract discussions and address providers when performance or agreements warrant it
- Analyze information on usage, quality, performance, and finances and translate it into concrete actions
- Identify developments in youth care and the provider market and advise on their consequences
- Work closely with policy, access, finance, data, supervision, procurement, and legal affairs
- Actively contribute to the preparation of the new procurement of specialized youth care
- Contribute ideas on future contract forms, steering possibilities, monitoring, performance agreements, and the setup of supplier management
- Contribute to the further professionalization of contract management within the social domain
Profile
- HBO/WO (higher professional education/university) work and thinking level
- Demonstrable experience with contract management, supplier management, or similar activities within a complex environment
- Demonstrable knowledge and experience with youth care and/or the Youth Act
- Experience in conducting contract and supplier discussions
- Experience in analyzing and using financial, qualitative, and operational management information
- Insight into the coherence between policy, procurement, contract management, implementation
- Ability to translate developments into concrete advice and contractual or organizational improvements
- Strong analytical skills, easily connects, and is firm enough to address providers when necessary
- Understands that good contract management goes beyond monitoring contractual agreements
- Can switch between daily practice and strategic issues
- Able to translate lessons from existing contracts into proposals for future contracting
- Critically contributes ideas on what is needed for an organization to truly steer
- Results-oriented, organizationally sensitive, and independent in judgment
- Actively seeks collaboration but also dares to voice a different opinion when necessary
