An independent body investigates the quality of the current and proposed policies of provincial governments. The body provides valuable insights and makes recommendations to further improve the quality and effectiveness of provincial policy. It aims to contribute to a well-performing government that is transparent, reliable, and learning. This is done based on core values: independent, diligent, critically constructive, environmentally aware, collaborative, and accessible.
This independent body determines which topics it investigates. This is done based on a multi-year agenda and annual research programs, with a Program Council – consisting of provincial council members from the involved provinces – having an advisory role. The body assesses whether and how the provinces achieve their goals. Its independent position is legally guaranteed by freedom of research, full access to relevant data and individuals, and public disclosure of reports.
Our team consists of approximately fifteen professional and enthusiastic employees. The organizational culture is informal and accessible. Research is conducted in small teams led by a project leader. We are a learning and innovative organization where objectivity and integrity form the basis. Our team has a high degree of autonomy. Everyone is a generalist and can be deployed on all subjects. The body is involved in applied research. All policy themes and instruments of the province can be investigated.
The perspectives include the effectiveness, efficiency, and legality of the policy.
What you will do. As a researcher, you will work on a topic from the research program. You will delve into it and be able to distinguish main and side issues. You enjoy the search for the unknown. You also enjoy and are skilled at articulating large amounts of material into clear findings, conclusions, and recommendations. Specifically, this means:
- You keep abreast of relevant developments and contribute ideas for suitable topics for the research program
- You develop a research approach appropriate to the topic
- You collect, organize, and analyze large amounts of data into usable information
- You conduct interviews with officials, other stakeholders
- You report on your findings
- You then co-write an administrative report containing the conclusions and recommendations
Profile
We are looking for a professional with at least four years of research experience. You have an academic level of thinking and working (at least a university master's degree; a completed doctoral research is a plus). You are a generalist and have a broad perspective when conducting research. You can collaborate well in teams as well as work independently. You are efficient and results-oriented. You have excellent oral and written communication skills in Dutch. You are interested in a wide range of research topics.
You have good analytical skills, allowing you to quickly make connections and distinguish main and side issues. You are diligent, integral, proactive, environmentally aware, and enthusiastic. Finally, you want to contribute with your research to improving the quality of policy and the functioning of the provinces.
