Project Manager Data Driven Operations (Water & Sewerage)

• In phase 1 (until Q1 2027), you will act as a quartermaster.
• You will set up the project organization: client ownership, steering group, core team, roles, mandates, capacity agreements, and escalation lines.
• You will develop the task along two tracks: bringing data in order according to the national data standard GWSW, and building system insight and replacement programming, including via urban water system overviews.
• The approved project plan is the core result of this phase.
• You will monitor coherence, planning, finances, and risks and ensure that the right people make the right decision at the right time.
• You will connect policy, management, data, finance, procurement, market, and administration.
• You will collaborate intensively with the water and sewerage policy advisor and manager.
• The goal is a field of activity that moves from reactive to systematic and traceable management, with data-driven operations as the basis.

What they ask

• A demonstrable completed education at a minimum of HBO bachelor level.
• Minimum of 2 years demonstrable work experience in leading and managing complex projects and/or programs in the public domain, with steering on planning, finances, risks, and decision-making.
• Minimum of 2 years demonstrable work experience with digital and/or data projects within the government, aimed at improving data position, information management, or insight into the condition and functioning of assets.
• Demonstrable work experience with urban water management and sewerage and/or the national data standard GWSW.

Preferences.

• Minimum of 3 years demonstrable work experience in drafting administratively decision-ready project or program plans, including governance, planning, finances, risks, and result indicators.
• Demonstrable work experience in setting up data governance, information management, and quality assurance, preferably for municipal assets.
• Minimum of 1 year demonstrable work experience with market approach, tendering, and directing external parties within a technical or infrastructural domain.
• Demonstrable work experience with comparable improvement assignments, from planning and administrative decision-making to implementation and transfer to the line organization.

• Directing: provides direction without line authority, organizes ownership, and steers from mandate and process control.
• Connecting: brings policy, management, data, finance, procurement, market, and administration together and creates workable agreements.
• Results-oriented: makes goals, results, and decisions concrete, monitors agreements, and demonstrably advances the project.
• Analytical: understands interconnected issues, identifies dependencies and risks, and translates them into substantiated choices.

• CV of maximum 5 pages in Dutch with at least two references (name, function, and organization).
