The Engineering Bureau of a government organization is responsible for the preparation and realization of civil and cultural-technical projects in public spaces. Projects range from area developments and reconstructions to redesign and replacement assignments. The complexity of projects is increasing due to societal developments and challenges such as the Environmental Act, climate adaptation, energy transition, mobility, sustainability, liveability, and asset management.
The organization is evolving towards area-oriented work, making integral coordination between disciplines increasingly important. This assignment is to replace an employee on sick leave.
What you will do. As a civil project leader, you are integrally responsible for the preparation, execution, and realization of civil and cultural-technical projects in public spaces. You will work according to municipal project and decision-making processes and ensure good alignment between administrative ambitions, technical feasibility, and societal interests.
- Leading and coordinating civil and cultural-technical projects throughout the various project phases, from initiation to handover to management
- Collaborating with internal clients, project team members, policy advisors, managers, and other involved organizational units to achieve project objectives
- Advising clients and contributing to the drafting and refinement of project assignments, project plans, and decision-making documents
- Ensuring the organization, planning, finances, quality, risks, safety, and progress of projects
- Preparing, monitoring, and updating project schedules, budgets, estimates, and risk analyses
- Serving as the central point of contact for internal and external stakeholders
- Organizing and guiding participation and communication processes with residents, businesses, interest groups, and other involved parties
- Coordinating with administrative and official stakeholders on project progress, administrative issues, and balancing interests
- Ensuring timely reports to clients, management, and other relevant bodies
- Contributing to the further development of project-based and area-oriented work
Profile
You will be part of a project team and work closely with clients, specialized disciplines, policy departments, managers, and external partners. You will be accountable for the progress, quality, planning, risks, and finances of assigned projects. You will work within a multidisciplinary team of project leaders, work preparers, directors, supervisors, and specialists.
The role requires a project leader who can switch between operational and strategic levels and is capable of bringing together diverse interests within the frameworks of policy, planning, budget, and administrative decision-making.

- Minimum of 4 years of demonstrable work experience in the past 6 years as a Project Leader Public Space
- Minimum of 5 years of demonstrable work experience in the past 5 years with various contract forms such as UAV/UAVgc and RAW
- Demonstrable work experience with System-Oriented Contract Management and experience with functional specification
- Agreement with the stated secondment condition
Preferences.
- Completed education at a minimum of HBO bachelor level in civil engineering
- Minimum of 5 years of demonstrable work experience in the past 8 years as a Project Leader Civil Engineering Public Space
- Minimum of 1 year of demonstrable work experience in the past 5 years with various contract forms such as UAV/UAVgc and RAW
- Minimum of 1 year of demonstrable work experience with System-Oriented Contract Management and experience with functional specification
- Demonstrable work experience with working in an environment with soft soil/settlement-sensitive areas
- Demonstrable work experience in the past 3 years with directing participation processes
