Legal Counsel (focus on Mandate and Open Government Act)

A government organization is looking for an experienced legal counsel to temporarily support the Legal Affairs department. The focus is on mandate issues and the Open Government Act (Woo). The assignment involves advising the board, management, and employees on various legal issues and strengthening legal quality within the organization. This is a temporary replacement for a permanent position, embedded with side-by-side activities and ongoing core tasks.

What you do

  • Advise on administrative law and private law issues.
  • Update, manage, and apply the organization's mandate resolution and other authorization regulations.
  • Advise on mandate, power of attorney, and authorization issues within the organization.
  • Advise on the Open Government Act (Woo) and support complex Woo requests.
  • Draft, review, and improve legal documents, agreements, decisions, and policy rules.
  • Supervise the updating of ordinances and policy rules.
  • Identify legal risks and advise on control measures.
  • Contribute to legal quality assurance, knowledge sharing, and professional development within the organization.

Profile

The legal counsel works independently and actively seeks collaboration with colleagues within Legal Affairs. You are able to translate legal issues into practical and implementable solutions.

What they ask

  • Demonstrable completed education at a minimum of WO master's level in Dutch Law or Public Administration.
  • Minimum of 3 years of demonstrable work experience as a Legal Advisor/Employee at a government institution.
  • Minimum of 3 years of demonstrable work experience as a Legal Advisor/Employee at a government institution.
  • Demonstrable knowledge and work experience with the General Administrative Law Act (Awb), municipal law, and/or the Open Government Act (Woo).
  • Demonstrable work experience with mandate, power of attorney, and/or authorization issues at a government institution.
  • Agreement with the stated secondment condition.

Preferences.

  • Demonstrable work experience with advising on and updating mandate resolutions, authorization regulations, and/or power of attorney constructions at a government organization.
  • Demonstrable work experience with the Open Government Act (Woo), including advising and supporting complex Woo requests.
  • Minimum of 3 years of demonstrable work experience as a Legal Advisor at a government organization.
  • Demonstrable work experience with legal advice in both administrative law and private law.
  • Demonstrable work experience with legal quality assurance, updating regulations, and knowledge sharing within a government organization.
  • Demonstrably willing to work at the office for at least 2 days a week.
