A government organization is working on a large-scale area development. Within this development, a specific sub-area presents a complex and strategic challenge where recreation, nature, business, infrastructure, sustainability, water safety, and housing converge. An important part of this development is the establishment of a major international player in a designated zone. This involves a large-scale and internationally oriented development with a substantial investment and significant economic importance.
Preparation is largely complete, and implementation has begun. The organization is looking for a highly experienced project manager who is energized by complex projects that are actually in execution and is accustomed to managing large-scale spatial developments.
What you do
- Integrally manage and supervise the execution of the area development, with a focus on the realization of a large establishment.
- Drive concrete results and progress.
- Identify, manage, and resolve risks, bottlenecks, and unexpected developments during execution.
- Manage planning, progress, quality, finances, risks, and administrative agreements.
- Maintain effective collaboration with the international player, executing parties, initiators, advisors, government agencies, and other stakeholders.
- Intensively collaborate with the environmental manager on environmental management, communication, participation, and stakeholder management.
- Monitor the coherence between various activities and interests within the project and adjust in a timely manner when progress or realization requires it.
- Prepare administrative decision-making and draft administrative documents.
- Coordinate with municipal specialists, legal experts, and external advisors on issues arising during execution.
- Monitor the coherence between project realization, environment, permits, and administrative decision-making.
- Report on progress, risks, bottlenecks, and decision-making issues to management and administration.
- Take lead on any permit and legal processes that influence project progress during execution, in close cooperation with available legal expertise.
What they ask
- Completed education at a minimum of HBO bachelor level.
- Minimum of 5 years demonstrable work experience as a project manager within spatial development, area development, and/or projects in the physical domain.
- Minimum of 3 years demonstrable work experience within a government organization or other political-administrative organization.
- Agreement with the stated secondment condition.
Preferences.
- Completed education at a minimum of HBO bachelor level in the direction of spatial development, construction, civil engineering, real estate, project management, or the political-administrative context of area development.
- Demonstrable work experience as a project manager in complex spatial development or construction projects where legal procedures, such as objection and appeal against development plans or permits, were part of the project context.
- Demonstrable work experience as a project manager in complex area development AND realization.
- Demonstrable work experience within municipal area development.
