Strategic Process Manager Heritage Policy

You ensure that the process runs according to plan, bring different disciplines together, and translate strategic policy objectives into concrete implementation plans within a government organization.

What you will do.

  • Independently manage the entire development process of new heritage policy
  • Draw up a project plan including planning, phasing, and participation approach
  • Monitor planning, progress, quality, and final results
  • Coordinate multidisciplinary collaboration
  • Organize and manage internal and external participation processes
  • Coordinate with residents, heritage organizations, and other stakeholders
  • Establish policy objectives for the short, medium, and long term
  • Translate policy objectives into implementation programs
  • Contribute to policy development concerning heritage, societal developments, and spatial challenges
  • Perform financial translation, feasibility assessment, and risk analysis
  • Connect heritage policy with subsidy structures and spatial developments
  • Prepare decision-making for management, executive board
  • Provide final editing of the policy document
  • Report on progress, risks, and results to the client
  • Deliver a politically ready heritage policy including an implementation framework

Profile

You are an experienced strategic process manager with extensive experience in government policy development. You know how to organize complex administrative processes, bring diverse interests together, and combine process management with substantive policy development. You easily switch between strategy, implementation, and participation, and are able to deliver politically ready policy.

  • Completed university degree (WO), preferably in Heritage or Cultural Sciences
  • Minimum 5 years of experience with process management within an administrative environment
  • Experience with setting up and monitoring plans for complex projects
  • Experience with coordinating multidisciplinary collaboration
  • Experience with organizing participation processes
  • Experience with preparing administrative decision-making
  • Minimum 5 years of experience with policy development within a government organization
  • In-depth substantive knowledge of heritage
  • At least one relevant reference from the past five years with contact details

Wishes.

  • University degree (WO) in Heritage or Cultural Sciences
  • Demonstrable knowledge of monument care, archaeology, archives, and intangible heritage
  • Minimum 5 years of experience with policy development within a government organization with more than 100,000 inhabitants
  • Two recent and relevant references
  • Experience with complex integrated projects
  • Ability to switch between process, content
  • Experience with facilitating participation processes
