Project leader gas free neighborhoods

The project leader will work on the further development of municipal support to activate and assist residents in switching to gas-free alternatives. This is a complex task where policy, implementation, technology, resident communication, and collaboration with various internal and external parties converge. A project leader with knowledge of the heat transition, home sustainability, participation, and project-based work within an administrative environment is needed.

The assignment requires organizing and coordinating activities, further developing support products for residents, and strengthening the organization's implementation capacity. Good coordination is necessary with colleagues, implementing partners, energy cooperatives, and ongoing research, such as the exploration of a broad Energy House within a municipal cooperation organization.

The project leader also plays an important role in advancing the first neighborhoods for which an implementation plan has been drawn up and in increasing knowledge within the existing advisory team within the municipality. The goal is to achieve, within one year, an integrated overview of opportunities, bottlenecks, and priorities for the heat transition, including concrete advice for the further development of the support offering, the organization, and the implementation in the coming years.

What you will do.

  • Make an active and substantive contribution to the further development of the municipality-wide support offering for all-electric alternatives to natural gas
  • Further develop the offering of necessary support to residents
  • Place this within ongoing research into the establishment of an 'Energy House' within the cooperation organization
  • Be co-responsible for advancing the first neighborhoods for which an implementation plan has been drawn up
  • Produce architectural and technically substantiated neighborhood analyses, home inspections, and sample home reports according to the planning in the heat program
  • Further train and educate colleagues in the insulation team and expand their knowledge in the field of heat pumps
  • Where necessary, act/assist as an energy advisor to provide residents with specialized advice on making their homes more sustainable
  • Identify – and place in the perspective of the task within the cooperation organization – new developments, subsidy opportunities
  • Draw up an integrated overview of opportunities, bottlenecks, and priorities for the coming years
  • Advise management on strategic choices and necessary efforts
  • Independently identify what is needed and ensure proper coordination with ongoing initiatives and research

Deliverables.

  • A report on the identified major opportunities and bottlenecks for achieving the sustainability goals of the built environment
  • Concrete advice on further opportunities for developing the established scenarios for the heat transition in the coming years
  • A proposal for task distribution between existing and potentially new colleagues to be recruited
  • A proposal for organizational development, within the organization itself or elsewhere
  • Initial analyses for neighborhoods according to the heat program's planning and a roadmap for various neighborhoods under implementation

Profile

  • Understands the political and social context in which the project takes place and knows how to respond effectively to it
  • Can bring together various stakeholders (municipality, organizations, entrepreneurs) and provide them with a common direction
  • Keeps the end goal sharply in focus and strives for concrete results

What they ask

  • Minimum HBO, preferably WO, work and thinking level and a completed relevant education, preferably in architecture or similar
  • Experience with sustainability, energy transition, or a comparable policy field
  • Familiar with the administrative and executive practice of municipalities, provinces, and Environmental Services
  • Strong analytical skills and able to translate complex information into concrete choices
  • Easily switches between strategic thinking and practical implementation
  • Affinity with technical issues related to energy and sustainability
  • Experience with organizing market parties or collective offerings
