What you will do.
- Develop the regional direction for the integration of Wmo and Youth supervision into a concrete, supported, and feasible proposal.
- Investigate how Wmo and Youth supervision can be functionally integrated, while maintaining separate legal responsibilities within the Wmo 2015 and the Youth Act.
- Map the organizational, legal, financial, and administrative consequences of the various implementation options.
- Advise on a future-proof design of supervision within the region.
- Perform activities leading to a politically ready proposal that addresses at least:
- The future organizational and governance structure.
- The legal safeguarding of Wmo and Youth supervision.
- The financial consequences and funding.
- The coherence with the separate legal responsibilities within Wmo 2015 and the Youth Act.
- The harmonization of working methods and collaboration.
- The implementation and decision-making towards the intended start of the new structure by January 1, 2028.
Profile
We are looking for an independent and strategically strong professional with experience and a clear vision on supervision, governance, and inter-municipal cooperation. You will work closely with involved advisors, management, and other stakeholders of the participating government organizations.

- Minimum 3 years of relevant municipal/government experience in the requested field.
- A completed relevant university degree.
- Demonstrable experience with supervision within the social domain.
- Knowledge of Wmo 2015, Youth Act, and related laws and regulations.
- Experience with regional collaborations.
- Insight into administrative and political decision-making processes.
- Experience with organizational development and governance issues.
- Experience in preparing business cases and financial scenarios.
- Possess your own phone.
- A VOG (Certificate of Conduct) with screening profiles 11, 12, and 41 must be submitted or requested.
