IT Transition Manager

• Management of IT infrastructures (networks, security, data centers, cloud)

What you will do. The IT transition coordinator temporarily assumes responsibility for the IT function. In this context, you will take charge of the operational management of IT and ensure the continuity of digital services. You will also consolidate a clear vision of the project portfolio, requests, and ongoing services.

• Ensure the operational management of the IT function and the continuity of services
• Build and maintain a consolidated vision of the project portfolio, requests, and active services
• Implement arbitration, prioritization, and reporting mechanisms, with demand governance and appropriate dashboards
• Restore reliable budgetary visibility and launch a cost control approach including TCO
• Structure supplier management and strengthen the accountability of service providers, both private and institutional
• Develop a user-oriented approach, based on listening to and prioritizing business needs
• Identify and implement possible synergies and mutualizations between services, components
• Contribute to restoring a climate of collaboration and trust among stakeholders
• Prepare the transition to a sustainable IT management, notably through recruitment framing and knowledge transfer

Practical aspects. The assignment takes place within a structured governance framework, with periodic reporting to the relevant management and steering bodies. An IT dashboard is expected within the first few weeks to support the monitoring of the assignment. The operation involves co-management with the general directorates concerned, through regular follow-up meetings.

Close consultation is planned, particularly at the start, for structuring decisions such as portfolio prioritization, sourcing choices, and significant commitments. The degree of autonomy will gradually evolve throughout the assignment.

Your profile.

• You have confirmed experience in an IT management or transition management role, with the ability to temporarily assume responsibility for an IT function
• You are able to interact with high-level management and steering bodies
• You have proven experience in taking over an IT function in a complex and constrained environment, with short-term expected results
• You master portfolio management, demand management, prioritization, and PMO practices
• You have solid experience in IT financial management, including budget reconstruction, commitment tracking, and the implementation of a TCO approach
• You have significant experience in managing purchasing teams and in public procurement for services and consultancy
• You are familiar with the institutional and budgetary framework of the public sector and have already supervised IT and purchasing teams in this context
• Your interpersonal qualities are recognized: leadership, political acumen, listening skills, mediation, and change management
• Proficiency in French is required
