An executive organization, responsible for safety, sustainability, and legal certainty in mobility, is looking for an experienced Project Business Controller for one of its divisions. This division is the Dutch approval authority for road vehicles and vehicle parts and deals with vehicle approval, regulations, exemptions, safety, sustainability, and new mobility technologies.
The Advice & Support department assists the division's management in business operations, control, information management, quality, process improvement, risk management, and management support. The department is undergoing significant development.
What you will do. The Project Business Controller supports the division with both business control and project control activities. The assignment focuses on strengthening financial management, monitoring projects, and providing reliable management information for decision-making.
- Assess, review, and provide financial advice on project proposals, project documentation, and elaboration proposals.
- Monitor project budgets, forecasts, financial risks, schedules, and milestones within the division's project portfolio.
- Conduct progress analyses on projects and identify deviations in terms of time, money, capacity, and risks.
- Provide management information, dashboards, and reports for management decision-making.
- Support Planning & Control products, including budgets, forecasts, quarterly reports, annual plans, and board reviews.
- Advise on financial steering, project control, business cases, products, services, tariffs, and new financing models.
- Act as a sparring partner for project managers, business controllers, and management within the division.
- Contribute to the further professionalization and improvement of control processes, reporting, and data-driven steering.
Profile
You are an experienced controller who can combine business control and project control. You are analytically strong and able to translate financial and business information into concrete and usable management information. You easily switch between projects, business operations, and management, and you know how to ask critical questions constructively within an administrative organization.
You identify deviations and risks in a timely manner, work carefully with the colleagues involved, and actively contribute to decision-making and the further development of the control function from your role.

- Minimum of 3 years of demonstrable work experience in a financial, business control, or control function.
- Demonstrable work experience with business control and project control within complex administrative organizations (a project and change portfolio with multiple simultaneous projects and programs; working within an executive organization with high demands on compliance, governance, and accountability; complex financial flows, investments, and/or project budgets where business control and project control play an important role).
- Demonstrable work experience with Planning & Control cycles, reports, budgets, forecasts, and management information, clearly stating the candidate's role regarding these topics.
- Demonstrable work experience with ERP systems, AFAS, Excel, and Microsoft Power BI.

- A demonstrable completed HBO bachelor's degree in business economics or finance.
- Demonstrable work experience in a role within control, reporting, and decision-making processes in a public, semi-public, or administrative environment.
- Demonstrable work experience with both business control and project control within complex organizations; this experience includes financial steering, budget monitoring, forecasts, risk management, management reports, and project-based activities.
- Demonstrable work experience with the setup and execution of the Planning & Control cycle, including budgets, forecasts, quarterly reports, management reports, and steering information for management and executive board.
- Demonstrable work experience with Power BI, data analysis, and the development of management information for steering and decision-making.
