QA QC Manager

You are ultimately responsible for all Quality Assurance and Quality Control (QA/QC) aspects within a large-scale project.
- You establish an integrated quality management system and ensure that activities, documentation, and delivery comply with applicable project requirements, laws and regulations, codes, and standards.
- The project involves transporting and storing CO2 from industry in a port area to empty gas fields under the North Sea.
- The CO2 will be captured by various companies, delivered to a pipeline, pressurized in a compressor station, and then transported via an offshore pipeline to a platform in the North Sea, after which it will be pumped into an empty gas field.
- The project is expected to be able to store approximately 2.5 million tons of CO2 per year from the second half of 2027.
- Within the project, we work in multidisciplinary teams from various parent companies.
What you do
- Set up and implement an integrated Project Quality Management System, in which the deliverables of the various sub-projects converge.
- Identify and resolve potential gaps or deviations that could affect project objectives.
- Manage and coordinate all QA/QC activities within the project.
- Coordinate the Inspection Service for Use (KvG) and other Notified Bodies (NoBo's), including progress and formal approval of required documentation.
- Manage QC inspectors and external inspectors in areas such as welding, piping, civil/structural, mechanical, electrical, and instrumentation.
- Ensure that hold points, witness points, and surveillance points are executed in accordance with the Inspection & Test Plans (ITP's).
- Monitor compliance with project requirements and relevant codes and standards, including ASME, API, ASTM, NACE, and national/local regulations.
- Advise and support EPC contractors on QA/QC matters and evaluate important quality deliverables.
- Manage the deviation process: identification, root cause analysis, disposition (repair/rework/acceptance), and close-out.
- Analyze trends in deviations to identify structural quality problems with contractors and suppliers at an early stage.
- Prepare quality dossiers for audits by regulators, insurers, and other relevant parties.
- Ensure complete and correct completion and storage of QA/QC documentation, including test packs, inspection reports, and material certificates, in accordance with, among others, the Safety Case and Statement of Fitness.
- Ensure a proper transfer of relevant quality documentation, deliverables, and requirements to the future Asset Owner.
What they ask
- Minimum HBO (higher professional education) level in engineering.
- Minimum 15 years of experience in QA/QC Management within large-scale oil & gas and/or petrochemical projects.
- Minimum 5 years of on-site experience within construction and/or operations.
- Demonstrable experience with setting up and implementing a Quality Management System.
- Certification and/or demonstrable technical knowledge in the field of ASME/API, ISO Lead Auditor, Welding, and NDT.
- Excellent oral and written communication skills in both Dutch and English.
