Housing advisor
OverijsselHybrid20 hours/week6-12months
A government organization is taking the next step in housing: from an Environmental Housing Program (OPV) at city level to qualitative programming in neighborhoods.
- For this, a temporary, delimited advisory and development assignment is being issued for a housing advisor, aimed at delivering a feasible, transferable neighborhood-oriented approach.
- The Act on Strengthening Housing Policy Control largely came into effect on July 1, 2026. Municipalities must have adopted a housing program by July 1, 2027 at the latest.
- The organization is developing this within the OPV. A program at city level does not yet specify what a neighborhood needs. Therefore, the organization is developing area and neighborhood profiles, with a specific neighborhood as the first elaboration.
- These profiles form the bridge to an implementation program: which homes, for whom, where, and in what order. The physical and social domains collaborate in this.
- The contractor coordinates with the Housing team, the involved area and project teams, and, where necessary, housing corporations, developers, care and welfare parties, and residents.
- This collaboration is focused on the agreed products, not on a structural position within the line organization.
What you do
- Translates the OPV for the agreed areas into tactical implementation paragraphs: which instruments, partners, and agreements are needed to realize the task.
- Advises on process agreements with housing corporations and tenant organizations, the connection to performance agreements, and the safeguarding of the housing program in environmental plans and agreements.
- Develops, in consultation with involved colleagues, the area and neighborhood profiles into a reusable working method, with a specific neighborhood as the first elaboration.
- Elaborates a qualitative housing program for the neighborhood(s) to be delimited in the assignment, specifying target groups, segments, housing types, and living environments, substantiated with housing research and neighborhood data.
- Connects this with flow-through, better utilization of the existing stock, facilities, and social challenges, and clarifies how the neighborhood-oriented choices align with the urban task and the long term.
- Provides independent, written housing advice for complex area developments to be delimited in advance.
- Assesses plans from the initial note against the housing program, evaluates feasibility, and develops applicable alternatives where bottlenecks arise.
- Coordinates where necessary with area and project teams, developers, and corporations.
- Records the developed methodology, assessment frameworks, and working agreements in a transferable document and provides a substantive transfer to the permanent Housing team.
Deliverables and scope.
- A written tactical implementation elaboration of the OPV for the area(s) to be defined at the start, including instruments, involved parties, and proposed agreements.
- A detailed neighborhood profile and qualitative housing program for a specific neighborhood as the first application, with substantiation and a reproducible methodology for other neighborhoods.
- Written housing advice and assessment frameworks for a determined number of area developments, with attention to the program, feasibility, and solution directions.
- A transfer document with the working method, principles, and recommendations, supplemented with a knowledge session for the permanent team.
- Within the first month after commencement, the contractor will develop a plan of approach within this scope, including quality requirements, third-party dependencies, and interim delivery moments.
- The client assesses the products based on the agreed substantive requirements.
- The delivery of advice is not dependent on subsequent administrative decision-making.
- The contractor is not used for general, ongoing policy capacity, regular portfolio occupation, or structural activities outside this scope.
