Project Leader Organizational Development
An association of public entities is tasked with supporting its members in complex societal challenges such as housing construction, energy transition, climate, and the implementation of new laws and regulations. This requires a robust internal organization with clear direction, coherence, and ownership.
Within a specific directorate, two movements converge: the continuous development of its own governance from a goal tree to 2027 annual plans and task-oriented work, and the organization-wide restructuring of the organization, in which the fine structure and the positioning of clusters and teams are determined.
What you do
As a project leader in organizational development, you are responsible for the coherence between organizational design, decision-making, and implementation. You build upon existing structures and translate this into supported decision-making in management and board meetings, and into implementation in the 2027 annual planning cycle. You translate political choices into a workable setup of clusters, teams, roles, and meetings, and make visible which choices have been made and why.
The assignment is conceptual and analytical in nature. You bring structure to an issue with many stakeholders and partly open ends, work with scenarios and assessment frameworks, substantiate choices with facts about tasks, capacity, and resources, and clearly present decision points. In addition to design, the impact is important, the translation into SMART goals, annual plans, budget, and reprioritization, and the careful adherence to formal steps, including employee participation.
Assignment results.
- A 2027 goal tree endorsed by management, with SMART goals, ownership, and indicators, traceable to the collected team input.
- Conceptual annual plan building blocks for 2027 per team and cluster, aligned with the goal tree and the annual plan timeline, ready for approval in the annual planning cycle.
- A detailed conceptual proposal for the fine structure and the positioning of the clusters within the organizational setup, including an assessment framework and scenarios, ready for decision-making in the board meeting.
- An updated governance and steering model in concept, with described roles, mandates, and meeting structure.
- A substantiated interim overview of capacity deployment per cluster, usable as a basis for prioritization and reallocation decisions.
- Conceptual decision-making documents for management, board meetings, and the works council, allowing formal steps to be carefully followed.
- A roadmap and action plan in concept for implementation, with an explicit handover to the line organization.
Activities.
- Organizational design: elaborate and test the fine structure within the organization-wide frameworks, including scenarios, assessment framework, substantiation, and the positioning of clusters and teams.
- Governance and steering: develop and describe the steering model, decision-making lines, and the division of roles between the board, management, cluster coordinators, and team leaders.
- Goal tree and annual planning cycle: guide the translation of main goals and sub-goals into SMART goals and team annual plans 2027, with ownership, indicators, and traceability to team input.
- Prioritization and reallocation: connect the goal tree with the task assignment, with reprioritization and reallocation of capacity towards the 2027 budget.
- Capacity and staffing: request, analyze, and interpret the deployment per cluster as a factual basis for setup and prioritization decisions.
- Prepare decision-making: draft notes, advice, and decision points for management, board meetings, and the organization-wide steering group, with a traceable substantiation of the choices made.
- Employee participation: prepare and guide the formal steps towards the works council – request for advice, substantiation, and response – in accordance with the Works Councils Act.
- Implementation and embedding: establish and monitor the roadmap, planning, and action plan, guide workshops with coordinators and team leaders, and ensure the handover to the line organization.

What they ask
- At least a demonstrable completed university (WO) education, for example, business administration, public administration, organizational sciences, spatial planning, or similar.
- At least 5 years of demonstrable work experience as a project leader of organizational development or organizational change projects within a politically and administratively dynamic environment (public entity, umbrella, executive, or national organization).
- At least 5 years of demonstrable work experience with designing and implementing organizational structure, governance, and steering: structure, management, processes, and roles, including the translation into the annual planning and budget cycle.
- At least 5 years of demonstrable work experience within the physical living environment, with or for public entities, and has translated societal challenges into organizational structure and prioritization.
- Demonstrable work experience with acting at a political-administrative level: advising, preparing decision-making, explaining proposals, and dealing with the dynamics of diverse interests.
Preferences.
- Demonstrable work experience with designing and implementing the organizational structure and governance of a public organization or an autonomous organizational unit with multiple teams and management layers.
- Demonstrable work experience with organizational development or organizational change projects within a public entity or a public member, umbrella, or network organization that demonstrably works for multiple public organizations.
- Demonstrable work experience with decision-making processes in which employee participation plays a formal role (request for advice in accordance with the Works Councils Act) and with projects aimed at saving, prioritizing, and reallocating tasks and capacity.
