Procurement Advisor

A government organization is seeking temporary capacity for procurement advisory and tenders.

• You will work under the guidance of the Legal Affairs and Procurement team.

What you will do.

• Guide (European) tender procedures and procurement actions in accordance with policy and legislation, including sustainable procurement, social return, and SME participation.
• Handle tenders and procurement actions fully digitally in TenderNed.
• Provide solicited and unsolicited general procurement advice.
• Support spend analysis and pre-control for the legality test.
• Draft tender documents using the organization's formats.
• Ensure efficient and lawful tendering.
• Monitor the progress of the tendering process.

What they ask

• Minimum 3 years of recent and demonstrable experience in guiding procurement and (European) tender processes within a municipal (or comparable) context.
• Minimum demonstrable HBO (higher professional education) work and thinking level.
• Relevant professional training in procurement and tenders, including at least NEVI 1.
• Demonstrable knowledge and experience with TenderNed, including the complete digital handling of tenders.
• Demonstrable knowledge of the Public Procurement Act 2012 and European procurement rules.

Preferences.

• Experience with sustainable procurement, social return, and SME participation.
• Knowledge and experience with spend analyses.
