A program within a government organization is looking for a program controller who can keep the program in control at both strategic and operational levels. The role is relatively new within the program and will need to be further developed. The program controller coordinates the operational management themes, and the function is primarily internally focused.
What you will do.
- Coordinate the deployment and collaboration with colleagues inside and outside the program for control and progress.
- Monitor and provide insights (reports) regarding the program and personnel cost budget and program staffing.
- Liaise intensively with team leaders and the H-manager.
- Identify and name risks and opportunities, together with the team leaders, based on an analysis of the internal and external (political and social) environment.
- Establish and monitor control measures.
- Manage the overall planning of decision-making, milestones, and corporate issues and act proactively towards the program manager and team leaders.
- Point of contact for the Steering and Accountability Cycle (S&V), reviews, and audits.
- Coordinate and ensure input from the program for S&V documents, such as program assignment form, program plan, budget, interim reports, and annual accounts.
Profile
- Responsible for controlling time, money, scope, information, organization, risk, and quality (GROTIK).
- Right-hand of the program manager and H-manager.
- Link between program management, content execution, and operational management.
- Facilitate team leaders and colleagues in the programs in carrying out their activities.
- Point of contact for all operational management processes such as the steering & accountability cycle, audit & control, and capacity reports.
- Maintain a dashboard and provide progress reports.
- Contribute to the preparation of the annual work plan.
- Facilitate the overarching consultation forms within the program.
- Independent and proactive signaling role towards the program manager regarding program-wide control on aspects of time/planning, money/budget, quality, scope, and risk management.
- Guiding role towards team leaders and colleagues in the program regarding the timely, adequate, and careful availability of necessary information.
- Close collaboration with fellow program controllers from other programs.
What they ask
- Recent (not older than 1 year) work experience with the steering and accountability cycle of political-administrative organizations and associated reports.
- University degree (WO) in financial economics and/or public administration.
- Minimum 5 years of demonstrable work experience.
