A major Belgian financial institution is consolidating three initiatives into one strategic enterprise data transformation programme: a Self-Service Data Platform, the decommissioning of legacy BI, and the simplification of its reporting tooling. The programme modernises the organization's analytical and reporting landscape in line with its Data Management Strategy and target architecture.
It combines a modern Self-Service Data Platform, reusable Data Products, Power BI adoption and the progressive decommissioning of legacy BI solutions to reduce technical debt and operating costs. Delivery involves Business and IT, Architecture, Risk, Compliance, reporting teams and data communities, using Agile delivery at scale and hybrid delivery models.
The initial assignment is to establish the integrated roadmap, governance model and delivery plan for the three initiatives, then prepare their owners to continue the programme without a lead program manager.
What you do
- Connects executive governance with delivery across Enterprise Data Platforms, Data Products, reporting and analytics, and Power BI adoption.
- Coordinates initiative owners, project managers, product owners and delivery organisations, resolves cross-programme dependencies, and reports on progress, risks, budget and benefits.
- Works directly with senior executives and steering committees and requires influence across a complex stakeholder environment without direct authority.
- Defines and maintains one transformation roadmap, aligning priorities, milestones, dependencies, resources and success measures across all three initiatives.
- Establishes governance and leads executive steering committees and decision forums with concise, fact-based reporting.
- Synchronises delivery organisations, removes cross-programme impediments and secures the agreed outcomes and benefits.
- Controls budget and financial follow-up, manages vendors and partners, and ensures compliance with internal governance, security, risk and regulatory requirements.
- Drives adoption of Data Products, self-service capabilities and the target reporting landscape through coordinated change, communication and training.
What they ask
- At least 10 years in Program Management, Strategic Transformation or Enterprise Change Management.
- Track record leading large-scale, multi-year transformation programmes with budgets above EUR 5M, from roadmap through benefits realisation.
- Solid grasp of Enterprise Data Platforms and Data Management concepts: Data Products, Data Governance, Data Operating Models.
- Understanding of reporting and analytics ecosystems, technology modernisation and platform transformation.
- Experience coordinating multiple project managers, product owners and delivery organisations through Agile delivery at scale.
- Comfortable working directly with senior executives and steering committees across complex Business and IT environments.
- Executive presence, strategic thinking, negotiation and change leadership: you influence without direct authority.
- PMP, PgMP, Prince2 Practitioner, MSP or an equivalent Program Management certification.
Nice to have.
- Data Mesh principles and Self-Service Data Platform adoption in an enterprise setting.
- Delivered Power BI migration programmes and worked with Enterprise Architecture governance.
- Cloud and modern data technologies, ideally in a large financial institution or another heavily regulated environment.
Languages.
- Dutch, French and English, all three at C1 level, written and spoken.
