Civil Technical Work Preparer

A public organization is undergoing significant development. In addition to regular maintenance and improvement tasks related to road management and mobility, there is an important objective to make public spaces greener and more climate-adaptive. This includes more trees and plants, green parking spaces, and a climate-resilient design. Within the Planned Management cluster, they are looking for a Civil Technical Work Preparer to translate these objectives into executable projects.

You will work on various civil technical management, maintenance, replacement, and improvement projects in public spaces, combining disciplines such as roads, traffic safety, greenery, and sewerage. No project is the same, and your technical preparation will have a directly visible result in the living environment. The activities are embedded in the client's organization and/or are also (partially or wholly) performed by employees on the client's payroll.

What you do

  • Creating and elaborating designs and design drawings
  • Preparing specifications, estimates
  • Translating programs of requirements and starting points into executable plans
  • Coordinating designs and technical documents with managers, mobility, and other internal stakeholders
  • Preparing tenders and contract awards
  • Monitoring planning, costs, quality
  • Preparing and supervising the execution
  • Solving technical and organizational issues
  • Ensuring a proper handover to management
  • Taking on parts of project management, depending on experience
  • Collaborating closely with road management, mobility, managers, project support, urban planning, other work preparers, and project managers
  • Maintaining contact with contractors and other external parties
  • Coordinating project progress and principles and presenting projects in integrated consultations

  • The final design and estimate are established
  • Final specifications, drawings, and the direct estimate are ready
  • The contract can be awarded to the contractor
  • The execution is well prepared and supervised
  • The work is delivered
  • Outstanding questions and bottlenecks are resolved
  • The project is executed within the agreed planning and financial frameworks, or deviations are adjusted in a timely and motivated manner
  • The project is carefully handed over to management

What they ask

  • 'Bring your own device' applies; no IT resources (laptop, phone, and accessories) will be provided
  • Demonstrably completed education in Civil Engineering, GWW (Ground, Road, and Waterworks), Cultural Engineering, or similar at a minimum of MBO-4 level
  • Minimum of 2 years of demonstrable work experience in the past 5 years as a civil technical work preparer, project coordinator, project manager, or similar function within or for a municipality, government organization, or engineering firm working for the government
  • Agreement with the stated secondment conditions

Preferences.

  • Minimum of 5 years of demonstrable work experience as a civil technical work preparer, project coordinator, project manager, or similar function within or for a municipality, government organization, or engineering firm
  • Demonstrable work experience with the preparation and/or execution of civil technical management and maintenance projects in public spaces
  • Demonstrable additional completed training, courses, or certifications on one or more of the following topics:
  • Urban water
  • Sewerage technology
  • RAW system
  • UAV or UAV-GC
  • Project-based working
  • Participation and environmental management
  • Management and maintenance of public spaces
  • Civil technical infrastructure projects
  • Climate adaptation, greening of public spaces, or nature-inclusive design
  • Demonstrable work experience in the past 5 years with AutoCAD, IBIS, and working according to and managing master specifications
