You combine research with connecting municipalities on Digital Security issues.

The assignment focuses on governance models for Digital Security collectivization proposals.
Municipalities aim to collectively address digitalization, together with other authorities, and to take a stronger position in the organization of collective Digital Security services.
This will be applied to new collective Digital Security services, building on existing practices and new ideas.
Central question: what governance structures are suitable for the Digital Security collectivization proposals currently under consideration?

What you do

Research into governance models for Digital Security collectivization proposals.
Development of suitable governance structures per collectivization proposal.
For each collectivization proposal, you elaborate appropriate structures, scenarios, and recommendations in reports that are aligned and supported for decision-making.
New proposals for collective services will be introduced.

You combine research with connecting municipalities on Digital Security issues.
You work within a team focused on digital society, strategy, and collectivization for Digital Security.
You collaborate closely with colleagues across the organization, from Business Support and Finance to the Digital Security, AI, and Cloud policy teams.
The focus is on cooperation between authorities within a national digitalization strategy and on the joint approach to digitalization issues by municipalities (collectivization).
You support a group of enthusiastic municipalities that play a pioneering role in the 'financing of digitalization'.
You will work intensively with a quartermaster for digitalization financing and a financial advisor/researcher for Digital Security.

What they ask

Minimum completed HBO (higher professional education) degree.
Minimum five years of demonstrable work experience on the subject of governance in a municipal or intergovernmental context.
Minimum three years of demonstrable work experience with (organizational) research.
Minimum three years of demonstrable work experience with developing and/or assessing governance structures and collaboration models.
Minimum three years of demonstrable work experience with advising on governance issues within a municipal and/or intergovernmental context.

Preferences.

Experience with (municipal) governance.
Work experience in a municipal and/or intergovernmental context.
Experience with (organizational) research.
Experience with setting up organizational structures for new public organizations and establishing (intergovernmental) steering relationships (not an advisory role), with reference assignments.
