A public safety region works towards a safe and healthy society. This organization is a collaboration of several municipalities, where fire services, ambulance care, and crisis management come together. It is one of the safety regions in the Netherlands.
The organization is looking for an experienced and energetic project leader who creates an overview, establishes connections, and organizes movement within three interconnected organization-wide projects. The projects are in a phase where there is a need for central, overarching planning and active steering on dependencies, priorities, milestones, and decision-making. The assignment focuses on creating coherence between the following developments:
- The unbundling of the business operations of the organization and a related health service.
- The insourcing of ICT services within the organization.
- The establishment of a Central Business Operations Service Point within the organization.
The emphasis of the assignment is explicitly on organizing, connecting, and managing the ICT-related issues and dependencies that converge within these trajectories. The three trajectories have substantive, organizational, and technical dependencies. The assignment aims to connect these trajectories, develop and monitor an integral plan, and create an overview of the coherence between projects, milestones, capacity, decision-making, and risks.
The setup of business operations within the related health service is explicitly outside the scope of this assignment.
What you do
- Develops and maintains an integral plan for the three projects.
- Maps dependencies, risks, capacity issues, and critical paths, with specific attention to the ICT component.
- Ensures alignment between project leaders, management, board, and other stakeholders.
- Monitors progress, milestones, and decision-making.
- Timely identifies bottlenecks and ensures appropriate actions and escalations.
- Periodically reports on progress, risks, and necessary actions.
- Contributes to organizing support and collaboration within the organization.
- Ensures coherence between ICT tasks, business processes, and organizational changes.
- Advises management and board on prioritization, planning, and feasibility of the various trajectories.

What they ask
- Minimum 5 years of demonstrable work experience as a project leader within a public and/or administrative organization.
- Demonstrable work experience with complex organizational change processes and organizational development.
- Demonstrable work experience with setting up and managing integral plans, dependencies, and critical paths.
- Demonstrable work experience within a political-administrative environment.
- Demonstrably willing to work on-site.
- Completed education at a minimum of HBO bachelor level.
Preferences.
- Demonstrable work experience with coordinating multiple interconnected projects and/or programs within a complex organization.
- Demonstrable work experience with organizational development and change processes involving various organizational units.
- Demonstrable work experience with projects at the intersection of ICT, business operations, and organizational structure.
