Subsidy Coordinator

Subsidies are an important instrument for a municipal organization to achieve societal goals. Municipal ambitions, the need for financial steering, and demands for transparency, accountability, and legality have increased. The existing subsidy framework does not adequately align with these developments.

Work is underway on a new General Subsidy Ordinance (ASV) that offers a renewed framework for subsidy provision, allowing for more customization, clear policy considerations, and better alignment between societal goals, available resources, and administrative priorities. With the introduction of the new ASV, there is a need for a more coherent and organization-wide setup of the subsidy domain.

This requires further development of the subsidy scheme, the establishment of financial and policy frameworks, and a uniform working method. The subsidy coordinator will be tasked with leading the process of outgoing subsidies across the organization and further professionalizing the subsidy process. The specialized departments remain responsible for content assessment, subsidy granting, and relationship management.

The subsidy coordinator is the process owner for the organization-wide subsidy process and ensures direction, quality, and continuous development. The role is not responsible for individual subsidies and does not take over content assessment.

What you do

  • Perform analyses, quality measurements, and legality checks.
  • Draft, coordinate, and implement improvement measures based on findings from internal controls, auditor reports, and internal audits.
  • Lead the organization-wide subsidy cycle.
  • Monitor legal, financial, and administrative deadlines.
  • Ensure uniform process execution within the organization.
  • Identify and resolve process-related bottlenecks.
  • Develop and secure uniform processes, work instructions, and quality agreements.
  • Ensure connection between policy, finance, legal affairs, information management, internal specialized control, and corporate control.
  • Provide current and reliable management information on outgoing subsidies.
  • Identify risks, deviations, and improvement opportunities within the subsidy process.
  • Responsible for the further professionalization of the subsidy process, the implementation of the revised ASV, and the safeguarding of process agreements within the organization.

  • Demonstrable completed HBO bachelor's degree in public administration or law.
  • Minimum 3 years of demonstrable work experience with subsidy law and outgoing subsidies.
  • Minimum 5 years of demonstrable work experience within a municipal organization, government organization, or public organization.
  • Demonstrable work experience with drafting, implementing, or executing subsidy ordinances and subsidy schemes.
  • Demonstrable work experience with advising management, executive board, and administration.
  • Demonstrable work experience with guiding organization-wide change processes.

Preferences.

  • Experience with developing a General Subsidy Ordinance (ASV).
  • Experience with drafting subsidy policy frameworks.
  • Experience with setting up subsidy ceilings and distribution systems.
  • Experience within a political-administrative environment.
  • Experience with process optimization and digitalization of subsidy work processes.
  • Knowledge of financial systems and management information.
  • Demonstrable knowledge and/or work experience with the AWB (General Administrative Law Act) and specifically title 4.2 subsidies.
  • Demonstrable knowledge of subsidy granting, subsidy determination, and financial accountability.
  • Demonstrable knowledge of governance, legality, and internal control.
  • Demonstrable knowledge of municipal planning and control processes.
