You ensure that the digital building blocks remain reliable, secure, and well-manageable. You connect technology, architecture, and user value into one clear product direction. As Product Owner, you are responsible for the application portfolio. You develop a clear vision for enterprise application management and translate it into a concrete roadmap and backlog. You prioritize based on value, risk, lifecycle, and dependencies within the end-to-end value chain.
The client is a Shared Service Center for local governments. With approximately 100 IT professionals, they facilitate 13 participants with over 2800 civil servants in location- and time-independent collaboration. By combining knowledge and strengths, they jointly build and develop digital solutions that help optimize services to citizens and businesses. Their complex IT environment is equipped with modern solutions. You will be Product Owner of the Enterprise Applications team.
This team manages and optimizes enterprise and government applications, such as SaaS platforms, digital service solutions, endpoint management via Intune, and the packaging and deployment of applications. The applications support processes in the social domain, physical domain, business operations, and internal services. You will work closely with technical application managers, architects, security, suppliers, and functional managers.
You ensure that standardization, reusability, and Common Ground principles guide how digital platforms are set up and developed.
What you do
- Establish and continuously refine a clear product vision for the enterprise application landscape.
- Position SaaS applications and digital platforms within the broader IT architecture and value chains.
- Guide and further professionalize the management of Intune and endpoint management.
- Standardize application packaging and distribution to ensure predictable and secure rollout.
- Prioritize the backlog based on user impact, security risks, lifecycle, and strategic goals.
- Create cohesion between technical application managers and chain partners.
- Actively manage suppliers regarding quality, roadmap, and contractual agreements.
- Organize application lifecycle management, from onboarding to phasing out.
- Measure and improve performance, stability, and customer satisfaction.
- Bring transparency to choices, dependencies, and risks within the application portfolio.
- Actively contribute to Common Ground development by promoting standardization, decoupling, and reuse.

- You can effectively explain technical details to business operations and the organizations served.
- You use data to determine what delivers the most value and to substantiate your choices.
- You are an experienced Product Owner, knowledgeable in backlog and roadmap management.

- Experience as a Product Owner for an IT team.
- Fits within the team (assessed during potential intake interview).
- Agrees to the stated secondment condition.
- Consent for requesting and verifying references from previous clients and consulting public social media profiles.
Preferences.
- Obligation to provide a Certificate of Conduct Police Data (VOG-P) (screening profile 11, 12, 13, and 41). The VOG-P must not be older than 2 months upon submission and must be in the supplier's name with the correct job title.
- Completed HBO education, preferably in IT/Informatics.
- 1 to 5 years of work experience in a comparable role.
- Experience working for the government.
- 1 to 5 years of work experience at a public organization.
