The goal of the assignment is to develop and deliver coherent strategic advice for the positioning and direction of the organization within relevant regional and provincial developments in the social domain. The contractor identifies relevant developments, interests, and opportunities, establishes connections between municipal, regional, and provincial challenges, and advises on how the organization can strategically anticipate and position itself.
What you will do.
- Analyze relevant regional and provincial developments, programs, and partnerships, and their significance for the organization.
- Establish connections between municipal, regional, and provincial challenges and interests.
- Draft strategic advice and action perspectives for municipal positioning and decision-making.
- Translate regional and provincial agendas into concrete local objectives and ambitions.
- Introduce municipal interests and strategic issues into pre-agreed regional and provincial consultations and partnerships.
- Transfer relevant knowledge, analyses, advice, and established external contacts to the organization upon completion of the assignment.
Profile
The contractor performs the assignment independently and according to their own professional judgment. The organization determines the objectives and desired results of the assignment but does not provide direction or supervision on how the contractor performs the work. The contractor independently determines how, when, and where the work is performed, within the framework of the assignment and taking into account necessary administrative and external consultation moments.
Coordination with the board, management, policy advisors, and external collaboration partners is characterized by assignment- and results-oriented cooperation. The contractor is not part of the regular staff formation and is not managed as an employee. The assignment concerns the temporary deployment of specific external strategic expertise.

- Agreement with the stipulated secondment conditions.
Preferences.
- Minimum of 5 years of demonstrable work experience with strategic advising within the social domain.

- Minimum of 2 years of demonstrable work experience with administrative advising and political-administrative decision-making.
- Demonstrable work experience with cross-domain strategic issues and programmatic work.
