Head of Heritage Site Office

UtrechtOn site32 hours/week<3months

An important heritage site has been expanded on the World Heritage List since 2021. The associated site office is tasked with preserving, protecting, and promoting this special heritage, consisting of structures, landscape, and water management. The office operates on behalf of a collaborative body of public authorities. After five years of collaboration, the organizational structure has been evaluated.

An external study revealed clear conclusions and recommendations, indicating that the chosen structure still aligns well with the nature of the task, but that roles, tasks, and responsibilities are not always applied consistently in practice. Different expectations exist regarding ownership, responsibilities, roles, and tasks within the various organizational layers. An interim head of the site office is sought to address these conclusions and make the organization future-proof.

What you do

  • Ensure that client ownership, roles, tasks, responsibilities, and working agreements between the different layers in the collaboration are clearly described and implemented.
  • Clarify the role, tasks, and responsibility of the various consultative bodies and the site office.
  • Ensure that what the different layers understand by 'decentralized where possible, centralized where necessary' is clearly described and recorded.
  • Clearly define what participating authorities do themselves and what they do collectively within the site office.
  • Together with the host authority, review the service agreement and adjust it where necessary.
  • Investigate, with the help of colleagues from the involved authorities, whether a Joint Arrangement is still the most appropriate method, or if another form of collaboration is more suitable and functional.
  • Investigate what roles are needed within the site office to properly perform the tasks.
  • Lead the office (approx. 4 people) and maintain contact with the involved authorities, the national government, other public partners, and organizations in the network.
  • Support the Siteholder in fulfilling the tasks associated with World Heritage status.
  • Create support, both administrative and official, for the collaborating authorities to protect the World Heritage, while considering provincial interests.
  • Serve as secretary to the Siteholder (Joint Consultative Body).
  • Be ultimately responsible for finances and P&C products.
